Технології зовнішньої політики Ізраїлю та Північної Кореї: порівняльний аналіз

Abstract

Досліджено особливості зовнішньої політики Ізраїлю та Північної Кореї у контексті технологічного виміру. Актуальність статті обумовлена схожістю геополітичного стану двох країн, перебуваючих у ворожому зовнішньому середовищі, можливістю творчого врахування цих технологій для вітчизняних умов України. У статті автор здійснює порівняльний аналіз технологій зовнішньої політики Ізраїлю та Північної Кореї. Комплексних дослідницьких праць з цієї тематики немає, хоча технології зовнішньої політики окремо кожної з цих країн науковці досліджують. Основою технологій зовнішньої політики Ізраїлю є положення сіонізму, що політичне розв’язання єврейського питання має бути узгоджене з великими державами. Стратегічні комунікативні практики з США, реалізовані в технологіях двосторонніх відносин є матеріалізацією цього положення. Прихованість ядерного потенціалу, опора на швидкість реагування звичайними високотехнологічними Збройними силами, розвиток спецслужб, імпровізація, позиціонування себе як багатостраждальної від тероризму країни – головні технологічні особливості зовнішньої політики Ізраїлю. Країна проявляє жорсткість у відносинах з арабськими країнами. Північна Корея активно використовує технологію асиметричної дипломатії у різних проявах. Чільне місце в цих технологіях посідає ракетно-ядерний чинник у різних модифікаціях – від отримання максимальної компенсації за невеликі поступки в розвитку ядерної програми, до використання свого геополітичного положення як буферної зони між КНР і Південною Кореєю. Автор дослідив ідеологізацію зовнішньої політики як технологію Північної Кореї. Спільні риси та відмінності в технологіях зовнішньої політики двох країн наступні. Спільне – проблема безпеки перебуває в основі технологій двох країн. Використання ядерного потенціалу як стримуючого чинника, але КНДР використовує його експліцитно, а Ізраїль приховано – для створення невпевненості агресивних намірів ззовні. Ідеологія сіонізму в основі технологій зовнішньої політики Ізраїлю, згідно з якою провідні країни повинні опікуватися існуванням Ізраїлю. Технологія щодо створення іміджу країни в облозі ставить на перше місце армію Ізраїлю. Ідеологія «чучхе» разом з політичним віровченням чхондоїзмом і принципом верховенства армії в житті народу «сангун» – керівні положення ідеологічного забезпечення технологій зовнішньої політики КНДР.

The author studied the features of the foreign policies of Israel and North Korea in the context of the technological dimension. The relevance of the article is due to the similarity of the geopolitical state of the two countries, located in a hostile external environment, and the possibility of creatively studying these technologies for the domestic conditions of Ukraine. In the article the author analysis and compares the foreign policy technologies of Israel and North Korea. There are no comprehensive research works on this topic, although scientists are studying foreign policy technologies separately for each of these countries. The basis of Israel’s foreign policy technology is the position of Zionism that a political solution to the Jewish question must be agreed upon with the great states. Strategic communication practices between Israel and the United States, implemented in the technologies of bilateral relations, are the materialization of this situation. The concealment of nuclear potential, reliance on the speed of response of conventional high-tech armed forces, the development of special services, improvisation, and positioning itself as a country long suffering from terrorism are the main technological features of Israel’s foreign policy. The country acts harshly in relations with Arab countries. North Korea actively uses the technology of asymmetric diplomacy in various manifestations. The leading place in these technologies is occupied by the nuclear missile factor in various modifications – from obtaining maximum compensation for small concessions in the development of the nuclear program to using its geopolitical position as a buffer zone between the PRC and South Korea. The author studied the ideologization of foreign policy as a technology of North Korea. The common features and differences in the foreign policy technologies of the two countries are as follows. What they have in common is that the security issue is at the core of the technologies of the two countries. The use of nuclear potential as a deterrent, but North Korea uses it explicitly, and Israel uses it hidden, to create uncertainty about aggressive intentions from the outside. The ideology of Zionism is the basis of Israeli foreign policy technologies, according to which leading countries should care about the existence of Israel. The technology for creating the image of a country under siege puts the Israeli army at the forefront. The Juche ideology, together with the political creed of Cheongdoism and the Sangun principle of the supremacy of the army in the life of the people, are the guiding principles for the ideological support of North Korean foreign policy technologies.
