Засоби протидії маніпулятивному впливу медіа в умовах російсько-української війни: роль державної інформаційної політики

Abstract

Статтю присвячено осмисленню проблеми форм та засобів протидії медіа-маніпуляціям з боку держави-агресора за умов російсько-української війни, починаючи з 2014 р. Розглядається проблематика взаємозв’язку між державною політикою України, спрямованою на зміцнення національної ідентичності в період початку гібридної війни в 2014 р. та повномасштабним вторгненням російських військ у 2022 р., та стійкістю українського суспільства перед обличчям маніпулятивних впливів російських та проросійських медіа протягом зазначеного вище історичного періоду. У цьому контексті проводиться аналіз відповідних аспектів національного законодавства в сфері інформаційної безпеки та їх впливу на інформаційний простір України, зокрема кінематографії та музичній індустрії. Робиться висновок про значущість відповідних державних медіа-стратегій як чинника національної стійкості в умовах інформаційної війни проти держави-агресора. Міркування, висловлені у статті, виходять із проблематики важливості обмеження деструктивного впливу інформаційної / інформаційно-психологічної та «культурної» війни з боку держави-агресора проти України. Зазначається, що цілеспрямована політика державної влади України після 2014 р. багато в чому долучилася до санації українського культурного простору від російського культурно-інформаційного продукту – передусім, того, що на практиці пропагував та поширював антиукраїнські наративи та сприяв легітимізації російської агресії та проросійського сепаратизму. В той же час, проводиться аналіз трансформацій співвідношення між загальнонаціональною та регіональною ідентичністю за роки після 2014 р., що безпосереднім чином пов’язано з проблематикою зміцнення національної стійкості українського суспільства за умов ведення інформаційної війни.

This article is devoted to the problem of forms and means of countering media manipulation by the aggressor state under the conditions of the Russian-Ukrainian war, starting from 2014. Based on this goal, the article poses the problem of the relationship between the state policy of Ukraine, aimed at strengthening national identity in the period after the beginning of the hybrid war in 2014 and the full-scale invasion of Russian troops in 2022, and the resilience of Ukrainian society in the face of the manipulative influences of Russian and pro-Russian media during the current historical period. In this context, a detailed analysis of the relevant aspects of national legislation in the field of information security and their impact on the information space of Ukraine is carried out, with a special emphasis on cinematography and the music industry. A conclusion is made about the importance of relevant state media strategies as a factor of national stability in the condtiions of the information war as waged by the aggressor state. From the theoretical point of view, the article proceeds from the issue of the importance of limiting the destructive influence of informational / informational-psychological and "cultural" war on the part of the aggressor state against Ukraine. It is noted that the purposeful policy of the state authorities of Ukraine after 2014 contributed in many ways to the rehabilitation of the Ukrainian cultural space from the Russian cultural and informational product - primarily, that which in practice promoted and spread anti-Ukrainian narratives and contributed to the underlying legitimization of Russian aggression and pro-Russian separatism. At the same time, an analysis of the transformations of the relationship between national and regional identity in the years after 2014 is carried out, which is directly related to the problem of strengthening the national stability of Ukrainian society under the conditions of information warfare.
