Представництво міноритарних політичних спільнот: теоретичні засади та прагматичні досвід

Abstract

Встановлюються можливості адекватного розкриття вимог та потреб соціальних груп, які не можуть претендувати на політичну гегемонію в певному суспільстві. Розглядається специфіка критеріїв розвитку сталої демократії та свідчення формування ліберального демократичного суспільства на основі інклюзивності й толерантності. Розкривається специфіка інтенсивного застосування в маркетингових стратегіях політичної конкуренції спекуляцій щодо стану та вимог міноритарних спільнот. Встановлюються расові, релігійні, етнічні, соціально-демографічні відмінності, які продовжують залишатися базою для потужних політичних протистоянь та значної політичної конфліктності в національному та міжнародному вимірах. Обговорюються уявлення щодо сучасного дискурсу політичного представництва міноритарних спільнот, який має враховувати як теоретичні настанови, так і спроби розв'язання завдань демократичного політичного представництва меншин в реальному політичному процесі. У статті використані дослідні засоби сучасної теоретичної та емпіричної політології (інституційний та порівняльний), а також загальнологічні методи (узагальнення, аналіз). З’ясовується значення інклюзивності та можливість захисту прав тих груп, які не можуть вважатися належними до титульної нації або домінантної конфесії. Досліджуються концептуальні зміни в тлумаченні статусу наукової проблеми міноритарних спільнот у співвідношенні з іншими проблемами суспільства. Розкрито тенденцію розвитку наукового та публіцистичного дискурсу, яка полягає у скептичному та критичному оцінюванні статусу та значення мови як політичної ознаки. Виявляється значення політичного питання щодо представництва культурних прав в умовах демократії. Встановлено специфіку варіативного та адаптивного способу поводження з міноритарними спільнотами. Досліджується співвідношення держави та політичних інститутів, які мають формувати зважені підходи для управління ситуацією стосовно міноритарних спільнот. З’ясовується співвідношення комплексу подій, пов'язаних з інституалізацією міноритарних спільнот. Вивчено змістовні компоненти воєнного порядку денного в Україні, який спричинив появу «дружних» міноритарних спільнот, орієнтованих на успіх української державності. Зроблено висновок про те, що в умовах російсько-української війни відбувається диференціація локальних спільнот за їх ставленням до перебігу військових дій.

Opportunities for adequate disclosure of the demands and needs of social groups that cannot claim political hegemony in a certain society are established. The specifics of the criteria for the development of sustainable democracy and evidence of the formation of a liberal democratic society based on inclusiveness and tolerance are considered. The specificity of intensive application in marketing strategies of political competition of the status and requirements of minority communities is revealed. Racial, religious, ethnic, socio-demographic differences are established, which continue to be the basis for powerful political confrontations and significant political conflict in the national and international dimensions. Concepts regarding the modern discourse of political representation of minority communities are discussed, which should take into account both theoretical guidelines and attempts to solve the tasks of democratic political representation of minorities in the real political process. The research tools of modern theoretical and empirical political science (institutional and comparative), as well as general logical methods (generalization) are used in the article. The meaning of inclusivity and the possibility of protecting the rights of those groups that cannot be considered as belonging to the titular nation or the dominant faith are clarified. Conceptual changes in the interpretation of the status of the scientific problem of minority communities in relation to other problems of society are studied. The development trend of scientific and journalistic discourse is revealed, which consists in a skeptical and critical assessment of the status and significance of language as a political sign. The significance of the political question regarding the representation of cultural rights in the conditions of democracy is revealed. The specifics of a variable and adaptive way of dealing with minority communities have been established. The relationship between the state and political institutions, which should form balanced approaches to managing the situation in relation to minority communities, is studied. The correlation of the complex of events related to the institutionalization of minority communities is clarified. The content components of the military agenda in Ukraine, which caused the emergence of "friendly" minority communities oriented towards the success of Ukrainian statehood, were studied. It was concluded that in the conditions of the Russian-Ukrainian war, there is a differentiation of local communities according to their attitude to the course of military operations.
