Еволюція інституційних змін політичних партій і партійних систем

Abstract

У статті досліджено еволюцію інституційних змін політичних партій, як процесу набуття партією політичної вагомості та сили, організаційної сталості та досвіду політичної боротьби у виборчих перегонах. Основним та пріоритетним каналом взаємодії між державою та суспільством є партійна система. У зв’язку з цим великого значення набуває визначення поняття інституціоналізації політичної партії, проблеми інституціоналізації партійної системи, виявлення основних чинників цього процесу, що є метою даного дослідження. Аналізуючи інституційні зміни політичних партій та партійних систем, слід зосередити увагу на особливостях історичних умов розвитку політичних партій та вивченні стану сучасних партійних систем. Охарактеризовано процес історичної інституціоналізації політичних партій. Виділено основні етапи цього процесу: кадрові партії – масові партії – всеосяжні (картельні партії) – партії «нової політики» (мережеві партії). Виділено та охарактеризовано основні ідеологічні та інституційно-організаційні особливості партій «нової політики», які вимагають коригування методологічного інструментарію дослідження їхньої інституціоналізації. Виявлено, що історична інституціоналізація політичних партій – це трансформація політичних партій в історичному контексті від їхнього виникнення, розвитку до формування сучасних партійних систем. У статті розмежовуються такі поняття, як політична та правова інституціоналізація політичних партій та партійних систем. Виявляються чинники та умови, від яких залежить процес становлення та розвитку політичних партій як відповідного інституту. Акцентовано увагу на історії виникнення політичних партій та їх інституціоналізації, специфіка яких залежить від різних факторів: соціально-політичних та економічних особливостей епохи, ступеня розвитку громадянського суспільства та правової держави, менталітету нації та ін. Охарактеризовано еволюцію партійної інституціоналізації з виділенням основних етапів цього процесу. Акцентовано увагу на можливих викликах у зв’язку з впровадженням імпорту інститутів. У підсумку слід зазначити, що зміна складу партій перешкоджає формуванню стійких партійних переваг. Вибори політичних еліт без інституціоналізації партій можуть призвести до виникнення нестійкої партійної системи.

The article examines the evolution of institutional changes of political parties, as a process of the party gaining political importance and strength, organizational stability and experience of political struggle in election races. The main and priority channel of interaction between the state and society is the party system. In this regard, the problem of institutionalization of the party system, the definition of the concept of institutionalization of a political party, and the identification of the main factors of this process, which is the purpose of this study, acquire great importance. Analyzing the institutional changes of political parties and party systems, one should focus on the peculiarities of the historical conditions of the development of political parties and study the state of modern party systems. The process of historical institutionalization of political parties is characterized. The main stages of this process are highlighted: cadre parties – mass parties – comprehensive (cartel parties) – "new policy" parties (network parties). The main ideological and institutional and organizational features of the parties of the "new politics" are highlighted and characterized. It is emphasized that such characteristics of the parties of the new policy require the adjustment of the methodological toolkit for the study of their institutionalization. It was revealed that the historical institutionalization of political parties is the transformation of political parties in the historical context from their emergence, development to the formation of modern party systems. The article distinguishes such concepts as political and legal institutionalization of political parties and party systems. The factors and conditions on which the process of formation and development of political parties as an institution depends. Attention is focused on the history of the emergence of political parties and their institutionalization, the specifics of which depend on various factors: on the socio-political and economic features of the era, the degree of development of civil society and the rule of law, on the mentality of the nation, etc. and even the method of active observation. The evolution of party institutionalization is characterized, highlighting the main stages of this process. Attention is focused on possible challenges and threats in connection with the implementation of the import of institutes. As a result, it should be noted that the change in the composition of parties prevents the formation of stable party advantages. Competition elections of political elites without institutionalization of parties can lead to the emergence of an unstable party system.
