Антикризова політична комунікація: змістовні та процедурні аспекти в сучасній Україні

Abstract

Вивчаються процеси реагування на дії та поведінку політичних акторів, висловлювання протестів, презентування власної політичної позиції, які породжують середовище поліфонії альтернативних політичних смислів. Розглядається специфіка інформаційної або комунікаційної події, повідомлень або кампаній, які можуть стати чинниками політичної кризи. Розкривається зміст антикризової інформаційної політики в демократичному суспільстві, яка не може зводитися до обмежувальних заходів та заборони. Встановлюються особливі вимоги російсько-української війни, в яких антикризові політичні комунікації набувають вирішального значення для забезпечення сталості політико-інституційної структури України. Обговорюються уявлення про завдання щодо подолання стану кризовості трансформації та виходу суспільства і держави на стабільний розвиток. У статті використані поширені та визнані підходи сучасних політичних наук (структурно-функціональний та системний), а також загальнологічні методи (дедуктивний, синтетичний). З’ясовується значення розподілу функціональних ролей в антикризових політичних комунікаціях, які стають запорукою злагодженої дії антикризової політичної кампанії. Досліджуються концептуальні основи розгляду конкретних кризових ситуацій останніх років, що демонструють необхідність уваги до змісту антикризових комунікаційних повідомлень. Розкрито імперативність антикризових дій з боку урядів з метою збереження стабільності розвитку суспільства та нормативного функціонування інфраструктури. Виявляється значення масштабних суспільних трансформацій, в результаті яких можливі раптові зміни поведінки, які не можуть бути врегульовані або змінені під час нормативної діяльності відповідних комунікаційних структур. Встановлено специфіку реалізації змістовної корекції повідомлень під час кризи, яка можлива лише за умови злагодженої та масштабної підготовчої роботи. Досліджується співвідношення політико-організаційних та політико-комунікаційних дій в рамках антикризової політики, що є важливим чинником її успіху. З’ясовується співвідношення змістовного наповнення антикризових повідомлень та їх процедурно-організаційного забезпечення, яке вимагає усвідомлення інституційної спроможності управлінських структур. Вивчено змістовні компоненти антикризової політичної комунікації, які включають вербальні та текстові повідомлення. Зроблено висновок про те, що антикризова політична комунікація виступає керівною ланкою, яка об'єднує засоби політичних паблік рілейшнз, політичних технологій тощо.

The processes of responding to the actions and behavior of political actors, expressing protests, presenting one's own political position, which create an environment of polyphony of alternative political meanings, are studied. The specifics of information or communication events, messages or campaigns that can become factors of a political crisis are considered. The content of anticrisis information policy in a democratic society is revealed, which cannot be reduced to restrictive measures and prohibition. Special requirements of the Russian-Ukrainian war are established, in which anti-crisis political communications become crucial for ensuring the stability of the political and institutional structure of Ukraine. Ideas about the task of overcoming the state of crisis of transformation and exit of society and the state to stable development are discussed. The article uses widespread and recognized approaches of modern political sciences (structural-functional and systemic), as well as general logical methods (deductive, synthetic). The importance of the distribution of functional roles in anti-crisis political communications, which become the key to the coordinated action of an anti-crisis political campaign, is clarified. The conceptual bases of consideration of specific crisis situations of recent years are studied, which demonstrate the need to pay attention to the content of anti-crisis communication messages. The imperative of anti-crisis actions on the part of governments in order to preserve the stability of the development of society and the normative functioning of the infrastructure is revealed. The importance of large-scale social transformations is revealed, as a result of which sudden changes in behavior are possible, which cannot be regulated or changed during the regulatory activity of the relevant communication structures. The specifics of the implementation of meaningful correction of messages during a crisis have been established, which is possible only under the condition of coordinated and large-scale preparatory work. The relationship between political-organizational and political-communication actions within the framework of anti-crisis policy is studied, which is an important factor in its success. The relationship between the content of anti-crisis messages and their procedural and organizational support is clarified, which requires awareness of the institutional capacity of management structures. The substantive components of anti-crisis political communication, which include verbal and text messages, have been studied. It was concluded that anti-crisis political communication acts as a leading link that unites the means of political public relations, political technologies, etc.
