Сутність і структурні межі наднаціональної партійної системи в парламенті Європейського Союзу

Abstract

У статті розглянуто сутність і систематизовано структурні рамки феномена наднаціональної партійної системи в Європейському Союзі, передусім на рівні партійних або політичних груп у Європейському парламенті. Для цього зроблено порівняння між вдома типами наднаціональних партійних організацій в Європі і ЄС – так званими європейськими політичними партіями і партійними/політичними групами в Європейському парламенті. На цій підставі аргументовано, що феномен наднаціональної партійної системи притаманний для Європейського Союзу як конфедеративного утворення, хоча й реалізується й інституціоналізується доволі умовно та передусім на рівні політичних груп у Європейському парламенті. Цей факт підтверджено такими двома класичними атрибутами партійних систем і взаємин між партіями, як організація та конкуренція, які притаманні наднаціонально і для Європейського Союзу. Водночас виявлено фазові зміни в розвитку партійної системи на рівні Європейського парламенту, в тому числі у показниках ефективної кількості партій (груп) і фракціоналізації, зокрема в період до і після 2004 р. Разом з цим, констатовано, що ідеологічний профіль європейської партійної системи був і залишається значно стабільнішим. Тим не менше, для партійної системи на рівні Європейського парламенту характерний потенціал коаліціонування з широкими «коливаннями» та багатьма опціями, через що наднаціональна партійна система де-факто існує без зовнішніх обмежень. Примітно і те, що позитивно на розвиток, стабілізацію та консолідацію партійної системи Європейського Союзу вплинули процеси посилення повноважень, інституціоналізації і запровадження всенародного способу виборів Європейського парламенту. Водночас європейська партійна система завжди була та залишається дворівневою, бо в ній національні партії країн-членів Європейського Союзу структурують електорат, а їхні представники доєднуються до наднаціональних партійних груп лише після входження до Європарламенту.

The article examines the essence and systematically analyzes the structural framework of the phenomenon of the supranational party system in the European Union, primarily at the level of political or party groups in the European Parliament. To achieve this, a comparison is made between different types of supranational party organizations in Europe and the EU, namely European political parties and party/political groups in the European Parliament. Based on this, it is argued that the phenomenon of the supranational party system is inherent to the European Union as a confederate entity, although its realization and institutionalization are conditional ones and primarily at the level of political groups in the European Parliament. This fact is confirmed by two classical attributes of party systems and inter-party relations, namely organization and competition, which are the characteristic of supranational entities and the European Union. At the same time, phase changes in the development of the party system at the level of the European Parliament are identified, including indicators of effective number of parties (party groups) and fractionalization, particularly before and after 2004. Nevertheless, it is noted that the ideological profile of the European party system has been and remains significantly more stable. However, the party system at the level of the European Parliament is characterized by a potential for coalition-building with broad fluctuations and numerous options, which effectively allows the supranational party system to exist without external constraints. It is noteworthy that the strengthening of powers, institutionalization and the introduction of popular suffrage in the election of the European Parliament have had a positive impact on the development, stabilization and consolidation of the party system in the European Union. At the same time, the European party system has always been and remains dual-level, as national parties of the European Union member states structure the electorate, and their representatives join supranational party groups only after entering the European Parliament.
