Безпековий аспект співпраці України із субрегіональними об’єднаннями Центрально-Східної Європи

Abstract

Досліджено специфіку та форми безпекової співпраці України із субрегіональними об’єднаннями Центрально-Східної Європи – передусім об’єднанням «Тримор’я», «Бухарестською дев’яткою», а також співпраці в рамках «Люблінського трикутника». Проаналізовано динаміку, фактори та тенденції цієї співпраці в контексті програмних пріоритетів об’єднань та міжнародної безпекової ситуації. Констатовано, що в умовах нових безпекових викликів, детермінованих російсько-українською війною, майже усі сфери співпраці України з вище зазначеними об’єднаннями, зокрема і економічної з ініціативою «Тримор’я», набирають частково безпекового характеру. Відбувається також співпраця у сфері інформаційної та енергетичної безпеки. До форм суто військово-безпекової співпраці відносимо: створення спільних оборонних механізмів, участь українських військових у спільних навчаннях, військово-технічну співпрацю, обмін досвідом в галузі оборони та розвідувальною інформацією. Конкретним прикладом військової співпраці є існування спільної литовсько-польсько-української військової бригади. З’ясовано, що факт приналежності країн ЦСЄ, учасників вище згаданих об’єднаннь, до Північноатлантичного альянсу, робить співпрацю України з ними не альтернативою співпраці з НАТО, а доповненням до неї. Прогнозовано, що в розрізі рішень останнього саміту НАТО безпекова співпраця України із субрегіональними об’єднаннями ЦСЄ розвиватиметься й надалі за заданою динамікою, періодично набуваючи нової інтенсивності. Перехід цієї співпраці у нову якість можливий лише у випадку вступу України до Альянсу, або ж появи нових реальних безпекових союзів із країнами регіону у своєму складі, які потенційно можуть виникнути внаслідок повоєнної трансформації міжнародної системи.

The specifics and forms of security cooperation of Ukraine with the subregional associations of Central and Eastern Europe – primarily the Three Seas Initiative, the Bucharest Nine, as well as cooperation within the framework of the Lublin Triangle have been studied. The dynamics, factors and trends of this cooperation were analyzed in the context of the program priorities of the associations and the international security situation. It was established that in the conditions of new security challenges determined by the Russian-Ukrainian war, almost all spheres of Ukraine’s cooperation with the above-mentioned associations, in particular, the economic cooperation with the Three Seas Initiative, are gaining a partially security character. There is also cooperation in the field of information and energy security. Forms of purely military-security cooperation include: creation of joint defense mechanisms, participation of the Ukrainian military in joint exercises, military-technical cooperation, exchange of experience in the field of defense and intelligence information. A concrete example of military cooperation is the existence of Lithuanian-Polish-Ukrainian military brigade. It was found that the fact that the CEE countries, members of the above-mentioned associations, belong to the North Atlantic Alliance makes Ukraine’s cooperation with them not an alternative to cooperation with NATO, but a supplement to it. It is predicted that, in line with the decisions of the last NATO summit, Ukraine’s security cooperation with the CEE subregional associations will continue to develop according to the given dynamics, periodically gaining new intensity. The transition of this cooperation to a new quality is possible only in the case of Ukraine’s accession to the Alliance , or the appearance of new real security alliances with the countries of the region in its composition, which could potentially arise as a result of the post-war transformation of the international system.
