Цифровізація технологій зовнішньої політики суб’єкта міжнародних відносин: цифровізація та дипломатичні технології Ізраїлю

Abstract

У рамках наукового дослідження вивчається питання цифровізації технології зовнішньої політики суб’єктів міжнародних відносин на прикладі цифровізації дипломатичних технологій Ізраїлю. Визначається проблематика, що полягає, зокрема, у впливі глобалізації і відповідних, похідних явищ від неї, всебічно впливає на трансформацію та модернізацію міжнародних відносин, особливо у сфері здійснення між-суб’єктної комунікації. Зокрема, такі глобальні виклики як технологічні трансформації, проникнення цифрових технологій під впливом пандемії Covid-19, здійснили радикальний вплив на технології комунікаційної взаємодії як і у внутрішніх суспільствах суб’єктів міжнародних відносин, так і зовнішню комунікацію між цими суб’єктами. Зазначені процеси дозволяють стверджувати про актуальність дослідження проблематики трансформації технологій реалізації комунікацій зовнішньополітичного характеру Ізраїлю. Варто зауважити, що обрана тематика не у повній мірі віднаходить своє висвітлення у внутрішньому науковому просторі. Так, зокрема, дослідження Калитчак Р., Романюк Р., Савченко С. приділяють увагу досліджуваної тематики. Переважно, при науковому дослідженні були використанні джерела іноземного наукового простору так дослідників як: Sandre А. Manor I., Crilley R., Axelrad H., Sumkin S., Haver S., Tsinovoi A., Amouyal N., а також ізраїльських політичних інститутів: Ministry of Foreign Affairs, Ministry of Social Equality. У рамках проведення дослідження було використано комплекс інформаційно-аналітичних, порівняльного, ретроспективного методів наукового дослідження. Результати проведеного дослідження надали змогу отримати ряд висновків, зокрема, що Ізраїль у рамках сучасних трансформаційних процесів системи міжнародних відносин, що викликані процесами глобалізації здійснює активні модернізаційні дії, зокрема провадження нових технологій у рамках своєї зовнішньої політики, щоб актуально реагувати та ефективно адаптуватися до них. Так визначити майбутню проблематику дослідження, котра полягає у наявних активних інформаційних кампаніях спрямовані проти Ізраїлю, зокрема його дискредитації в міжнародній спільноті, що самі і визначають риторику можливих майбутніх досліджень, що полягатимуть у визначені впливу застосуванню цифрових технологій дипломатією Ізраїлю на формування його зовнішньополітичного іміджу.

The scientific research examines the issue of digitalization of foreign policy technology of subjects of international relations using the example of digitalization of Israeli diplomatic technologies. The problem is identified, which consists, in particular, in the influence of globalization and corresponding, derivative phenomena from it, which comprehensively influence the transformation and modernization of international relations, especially in the sphere of intersubjective communication. In particular, such global challenges as technological transformations and the penetration of digital technologies under the influence of the Covid-19 pandemic have had a radical impact on the technologies of communication interaction both in the internal societies of subjects of international relations and external communication between these subjects. These processes allow us to assert the relevance of studying the problems of transforming technologies for implementing communications of a foreign policy nature in Israel. It should be noted that the chosen topic is not fully covered in the internal scientific space. So, in particular, the studies of Kalitchak R., Romanyuk R., Savchenko S. pay attention to the topics being studied. Preferably, the scientific research used sources from foreign scientific space such as researchers such as: Sandre A. Manor I., Crilley R., Axelrad H., Sumkin S., Haver S., Tsinovoi A., Amouyal N., as well as Israeli political institutions : Ministry of Foreign Affairs, Ministry of Social Equality. As part of the study, a complex of information-analytical, comparative, and retrospective methods of scientific research was used. The results of the study made it possible to obtain a number of conclusions, in particular, that Israel, within the framework of modern transformation processes of the system of international relations caused by globalization processes, is carrying out active modernization actions, in particular, the implementation of new technologies as part of its foreign policy, in order to respond and effectively adapt to him. Thus, to determine the future research gap, which consists in the existing active information campaigns directed against Israel, in particular, its discrediting in the international community, which themselves determine the rhetoric of possible future research, which will consist in determining the impact of the use of digital technologies by Israeli diplomacy on the formation of its foreign policy image.
