Довіра до влади як ресурс розвитку суспільства

Abstract

Стаття присвячена аналізу довіри як складного і багатовимірного феномену, який обумовлюється низкою чинників і має динамічний характер. Акцентовано увагу на теоретичних підходах осмислення феномену довіри. Зокрема автори статті звертаються до положень інституційного (який поєднує ідеї інституціоналізму і неоінституціоналізму) і політико-культурного підходів, а також теорії соціального (і політичного) капіталу. Використання окресленої методологічної основи дозволило розглянути довіру як соціальній і політичний феномен, що забезпечує розвиток демократичного суспільства. Наголошено, що довіра є одним із чинників ефективної діяльності інститутів державної влади, політичних партій та організацій, інших державних та політичних акторів, а також взаємодії держави і громадянського суспільства. Зроблено спробу осмислення довіри як одного з ресурсів стабільності політичної системи і суспільного розвитку. Довіра є основою соціального і політичного капіталу, які позначають якість соціальних і політичних зв'язків. Визначено, що політична довіра є продовженням і певним втіленням соціальної довіри і навпаки. Ресурсний потенціал довіри розглянуто через призму комунікативного і ціннісного вимірів, зокрема через такі характеристики як прозорість та відкритість влади; залучення громадян до політичного життя і прийняття політичних рішень; діалог між владою та суспільством. Наголошується, що відкритість у комунікації влади і суспільства зміцнює соціальну і політичну довіру. Закритість у комунікації влади та суспільства є сприятливою умовою для втрати політичними інститутами підтримки суспільства та довіри до них. Окремо зроблено огляд особливостей довіри українців до влади в умовах російської військової агресії. Вказано на консолідуючий потенціал і можливості довіри як своєрідної «опори» для суспільства в умовах війни.

The article is devoted to the analysis of trust as a complex and multidimensional phenomenon, which is determined by a number of factors and has a dynamic nature. Emphasis is placed on theoretical approaches to understanding the phenomenon of trust. In particular, the authors of the article refer to the provisions of the institutional (which combines the ideas of institutionalism and neoinstitutionalism) and political and cultural approaches, as well as the theory of social (and political) capital. The use of the outlined methodological basis made it possible to consider trust as a social and political phenomenon that ensures the development of a democratic society. It was emphasized that trust is one of the factors of effective activity of state power institutions, political parties and organizations, state and political figures, as well as the interaction of the state and civil society. An attempt has also been made to analyze trust as one of the resources for the stability of the political system and social development. Trust is the basis of social and political capital, which indicate the quality of social and political connections. It was determined that political trust is a continuation and a certain embodiment of social trust and vice versa. The resource potential of trust is considered through the prism of communicative and value dimensions, in particular through such characteristics as transparency and openness of government; involving citizens in political life and making political decisions; dialogue between the government and society. It is emphasized that openness in communication between the authorities and society strengthens social and political trust. Closed communication between the government and society is a favorable condition for political institutions to lose public support and trust in them. A separate review of the peculiarities of Ukrainians' trust in the authorities in the conditions of russian military aggression was made. Its consolidating potential and capabilities as a kind of "support" for society in war conditions are pointed out. Key words:
