Інтегративні форми комунікації органів публічної влади та інституцій громадянського суспільства в контексті реформи місцевого самоврядування в Україні

Abstract

Реформа місцевого самоврядування на засадах децентралізації, перші два етапи якої містили в собі збільшення фінансових можливостей громад і зміну адміністративно-територіального устрою, є однією з найуспішніших за всю історію України. На третьому етапі реформи тривали інтенсивні контакти органів місцевого самоврядування, державної влади та громадськості з питань життєзабезпечення територіальних громад, пошукі адекватних форм та відповідей на виклики сучасності в контексті російсько-української війни. Метою статті є аналіз інтегративних форм комунікації органів публічної влади та інституцій громадянського суспільства в умовах реформи місцевого самоврядування в Україні та на Волині. Серед них: Конгрес місцевих та регіональних влад при Президентові України, Національна рада з відновлення України від наслідків війни, Швейцарсько-український проєкт міжнародної технічної допомоги «Згуртованість та регіональний розвиток України» (UCORD), проєкт USAID «Підвищення ефективності роботи та підзвітності органів місцевого самоврядування» («ГОВЕРЛА»), Європейська асоціація місцевої демократії ALDA, програма Ради Європи «Посилення доброго демократичного врядування і cтійкості в Україні», Українська асоціація обласних і районних рад, Координаційна рада з питань місцевого самоврядування при голові обласної ради тощо. Колегіальні форми розвитку місцевої демократії включають ті, що реалізовано під егідою вищих і центральних органів державної влади України, такі, що ініційовані місцевою владою, а також міжнародні проєкти та ініціативи. Відмінність цих форм полягає в тому, що окремі з них є ексклюзивними, інші – проводилися в межах сталих інституційних структур влади і громадянського суспільства або є складовими реалізації міжнародних програм і проєктів ЄС і США.

The local self-government reform based on decentralization, the first two stages of which included increasing the financial capacity of communities and changing the administrative and territorial structure, is one of the most successful in the history of Ukraine. At the third stage of the reform, intensive contacts of local self-government bodies, state authorities and the public continued on the issues of livelihood of territorial communities, the search for adequate forms and answers to the challenges of modernity in the context of the Russian-Ukrainian war. The purpose of the article is to analyze the integrative forms of communication of public authorities and the civil society institutions in the conditions of local self-government reform in Ukraine and Volyn. Among them: the Congress of Local and Regional Authorities under the President of Ukraine, the National Council for the Recovery of Ukraine from the Consequences of the War, the Swiss-Ukrainian International Technical Assistance Project «Cohesion and Regional Development of Ukraine» (UCORD), the USAID project «Increasing the efficiency and accountability of local self-government bodies» («HOVERLA»), the European Association of Local Democracy ALDA, the Council of Europe program «Strengthening good democratic governance and stability in Ukraine», the Ukrainian Association of Regional and District Councils, the Coordinating Council on Local Self-Government issues under the head of the regional council, etc. Collegial forms of development of local democracy include those implemented under the auspices of higher and central state authorities of Ukraine, those initiated by local authorities, as well as international projects and initiatives. The difference between these forms lies in the fact that some of them are exclusive, others were carried out within the framework of stable institutional structures of government and civil society or are components of the implementation of international programs and projects of the EU and the USA.
