Перемога в гібридній війні: складний конструкт – складні рішення

Abstract

У статті автор розглядає та аналізує фактори, що впливають на перебіг та результат гібридної війни; головно – її основної складової – інформаційної війни. Адже у випадку, коли держава опиняється втягнутою у гібридну війну (стає її об’єктом), напрямками атак стають найбільш вразливі місця, тобто невирішені суспільні проблеми різного походження – національного, етнічного, мовного, гендерного, релігійного. Найкращим місцем для атак у визначених площинах є інформаційний простір, а безпосереднім об’єктом впливу – населення країни. Таким чином, гібридна війна реалізовується через втягування у протистояння всього населення країни-об’єкта. Реалізовується це завдання методом тотального охоплення та контролю всіх ділянок інформаційного простору, через які, згодом, здійснюється маніпулятивний вплив на спосіб мислення, думки та діяльність людей. Інформаційний маніпулятивний вплив реалізовується шляхом зміни установок, стереотипів та переконань у об’єктів впливу. У статті за основу якісної та кількісної характеристики гібридної війни взято класифікацію російського генерала В.Герасимова, котрий у 2013 році охарактеризував її як явище, розвинув та модернізував. Саме ця його позиція, на думку багатьох вчених та політиків, стала предвісником початку російсько-української війни у 2014 році. Детальному розгляду та аналізу підлягає саме інформаційна війна як основа, за посередництвом якої (її методами, способами ведення та особливостями поширення інформації) здійснюється вплив на усі сфери суспільного життя країни-супротивника (політика, економіка, екологія, міжнародні відносини та ін.). Автор аналізує інформаційну війну як складову гібридної війни та систематизує її ознаки. Виокремлення цих ознак дає розуміння викликів та загроз, пов’язаних з сутністю та реалізацією протистояння в інформаційному просторі. Автор не береться аналізувати можливі варіанти чи моделі перемоги у гібридній війні. У статті лише виокремлюються ті її аспекти та особливості, котрі визначають складність ведення війни такого типу та, відповідно, складність у визначенні переможця протистояння.

This article examines and analyzes the factors influencing the course and outcome of hybrid warfare, with a focus on its fundamental component – information warfare. When a state becomes entangled in hybrid warfare (becomes its object), the directions of attacks target the most vulnerable areas, namely unresolved societal problems of various origins – national, ethnic, linguistic, gender, religious. The primary arena for attacks in these identified dimensions is the information space, with the immediate target being the population of the country. Thus, hybrid warfare is executed by engaging the entire population of the target country in confrontation. This task is accomplished through the method of total coverage and control of all segments of the information space, which later facilitates manipulative influence on the thinking, opinions, and activities of individuals. Informational manipulative influence is realized by changing the attitudes, stereotypes, and beliefs of the subjects under influence. The qualitative and quantitative characteristics of hybrid warfare are based on the classification of Russian General V. Herasymov, who in 2013 characterized it as a phenomenon, further developing and modernizing it. According to many scholars and politicians, this position became a precursor to the start of the Russian-Ukrainian war in 2014. The focus of detailed examination and analysis is on information warfare itself as the foundation through which influence is exerted on all spheres of the target country's social life (politics, economy, ecology, international relations, etc.). The author analyzes information warfare as a component of hybrid warfare and systematizes its features. Identifying these features provides an understanding of the challenges and threats associated with the essence and implementation of confrontation in the information space. The author refrains from analyzing possible variants or models of victory in hybrid warfare. The article only highlights its aspects and characteristics that define the complexity of conducting such warfare and, consequently, the difficulty in determining the victor of the confrontation.
