Регіональна політика української держави: специфіка та сучасні виклики

Abstract

У статті проаналізовано політику української держави, щодо регіональних аспектів функціонування та розвитку в сучасних умовах військової агресії та координації більшої частини бюджетних коштів на військову спроможність. Сучасні виклики трансформували регіональні амбіції та державні пріоритети, проте розширення повноважень регіональних еліт створили певні перешкоди щодо пріоритетності напрямку бюджетних асигнувань в умовах війни. Проте, розподіл коштів в місцевих бюджетах стає тригером сучасного політико-управлінського сектору, оскільки регіональна еліта в умовах війни купувала бруківку, барабани, що супроводжувалось хвилями обурення та критики. Окрім того, сучасні виклики потребували покращення стану місць захисту, які не відповідали вимогам та не були підготовленні завчасно, як бомбосховища. Разом з проблемами та викликами, які назріли в суспільстві варто формувати план дій для регіональної політики після закінчення війни, з метою швидкого та якісного політичного та економічного розвитку, щоб рішення приймались на випередження проблемам, а не навпаки. Сучасний розвиток держави формується від двох складових які мають бути викоріненні такі як: корупція на усіх рівнях та бажання отримати неправомірну вигоду. Основні державотворчі завдання для сучасної України є об’єднання зусиль на усіх рівнях щодо принципів і дій політичних еліт в умовах війни та повоєнній відбудові країни. Регіональна політика створює основу внутрішньополітичної діяльності та стимул до розвитку як систему консолідованих дій направлена з низу вверх по ієрархії органів управління. Сучасна українська держава демонструє високий рівень конфліктності, що обумовлено рядом чинників штучного та природнього походження. Світова політична спільнота демонструє високий рівень підтримки для органів управління та суспільства в цілому, проте рівень моральної та дієвої віддачі повинен бути належний. Тому, політика згуртованості регіональних еліт знизить рівень конфліктогенних процесів в середині країни та підвищить якісні показники органів управління.

The article analyzes the policy of the Ukrainian state regarding regional aspects of functioning and development in modern conditions of military aggression and coordination of the majority of budget funds for military capability. Modern challenges have transformed regional ambitions and state priorities, but the expansion of the powers of regional elites has created certain obstacles regarding the prioritization of budget allocations in wartime conditions. However, the distribution of funds in local budgets becomes the trigger of the modern political and administrative sector, as the regional elite bought paving stones and drums during the war, which was accompanied by waves of indignation and criticism. In addition, modern challenges required the improvement of the state of protection places that did not meet the requirements and were not prepared in advance, such as bomb shelters. Together with the problems and challenges that have arisen in society, it is worth forming an action plan for regional politics after the end of the war, with the aim of rapid and high-quality political and economic development, so that decisions are made in anticipation of problems, and not the other way around. The modern development of the state is formed from two components that must be eradicated, such as: corruption at all levels and the desire to obtain undue benefit. The main state-building tasks for modern Ukraine are the unification of efforts at all levels regarding the principles and actions of political elites in the conditions of war and post-war reconstruction of the country. Regional policy creates the basis of internal political activity and the incentive for development as a system of consolidated actions is directed from the bottom up through the hierarchy of governing bodies. The modern Ukrainian state demonstrates a high level of conflict, which is caused by a number of factors of artificial and natural origin. The world political community demonstrates a high level of support for governing bodies and society as a whole, but the level of moral and effective return must be appropriate. Therefore, the policy of cohesion of regional elites will reduce the level of conflict-generating processes in the middle of the country and increase the quality indicators of the governing bodies.
