Зовнішня агресія як тест для правлячого класу України

Abstract

У статті аналізується діяльність правлячого класу України під час повномасштабного вторгнення РФ. Зокрема досліджуються кроки Президента України, спрямовані на залучення світового співтовариства до підтримки нашої держави у спротиві агресору. Зазначається, що від початку збройної агресії, усі зусилля президента, парламентарів, дипломатів та громадських діячів були спрямовані на досягнення поставлених задач. Насамперед Україна отримала зброю і обіцянки підтримувати нашу державу в боротьбі стільки, скільки буде потрібно, а активна і яскрава діяльність президента України справила належне враження на західних партнерів. Підкреслюється, що таке визнання сприяло поширенню інформації у світі про російсько-українську війну, наочно демонструвало прагнення українського народу та української держави воювати за свою незалежність. Сприйняття В. Зеленського як символа протистояння російському імперіалізму підштовхувало інших голів держав долучитися до цієї боротьби. Розглядаються етапи ставлення західних партнерів до подій в Україні і зазначається, що розрахунок на добре ставлення від зарубіжних партнерів, при невиконанні зобов’язань стосовно реформ і боротьби з корупцією, виявився помилковим. В статті стверджується, що об’єднання громадян навколо спільної мети перемогти ворога породило сподівання на існування в країні не просто політичного класу, а справжньої еліти. Проте відсутність інституту репутації в Україні та скандали у вищих ешелонах влади на фоні бойових дій максимально руйнує довіру українців до правлячого класу та еліти. Також аналізується позиція бізнесової еліти під час війни. З початком повномасштабного вторгнення фінансові можливості усіх українських олігархів значно зменшились: всі вони втратили не лише статки, а й можливості інформаційного впливу. Отже, не дивлячись на те, що минулі та нові проблеми України продовжують впливати на політичне та суспільне життя, війна вплинула на політичну розстановку сил та запустила процеси, які створили потенціал для оновлення політичних та бізнесових еліт, і після війни Україна опиниться у новій політичній реальності, з новими групами впливу.

The article analyzes the activities of the ruling class of Ukraine during the full-scale invasion of the Russian Federation. In particular, the steps of the President of Ukraine aimed at attracting the international community to support our state in resisting the aggressor are being investigated. It is noted that from the beginning of the armed aggression, all the efforts of the president, parliamentarians, diplomats and public figures were aimed at achieving the set goals. First of all, Ukraine received weapons and promises to support our state in the struggle as long as it will be necessary, and the active and bright activity of the President of Ukraine made a proper impression on the Western partners. It is emphasized that such recognition contributed to the spread of information about the Russian-Ukrainian war in the world, clearly demonstrated the desire of the Ukrainian people and the Ukrainian state to fight for their independence. The perception of V. Zelenskyi as a symbol of opposition to Russian imperialism encouraged other heads of state to join this struggle. The stages of the attitude of Western partners to the events in Ukraine are considered, and it is noted that the calculation of a good attitude from foreign partners, in case of non-fulfillment of obligations regarding reforms and the fight against corruption, turned out to be wrong. The article claims that the unification of citizens around the common goal of defeating the enemy gave rise to hope for the existence of not just a political class in the country, but a real elite. However, the lack of an institution of reputation in Ukraine and scandals in the highest echelons of power against the background of hostilities destroys the trust of Ukrainians in the ruling class and elite as much as possible. The position of the business elite during the war is also analyzed. With the beginning of the full-scale invasion, the financial capabilities of all Ukrainian oligarchs significantly decreased: they all lost not only their fortunes, but also their informational influence. So, despite the fact that Ukraine’s past and new problems continue to affect political and social life, the war affected the political balance of power and launched processes that created the potential for renewal of political and business elites, and after the war Ukraine will find itself in a new political reality, with new influence groups.
