Інформаційна безпека України: досвід Люблінського трикутника

Abstract

У статті автор аналізує співробітництво України, Польщі та Литви в форматі Люблінського трикутника у сфері забезпечення інформаційної безпеки, боротьби з російською дезінформацією та пропагандою. Зроблено акцент на важливості спільного протистояння російській інформаційній агресії, оскільки країни-члени трикутника мають спільний травматичний історичний досвід співіснування з росією в єдиному інформаційному просторі. Проаналізовано основні документи, на основі яких грунтуються спільні дії урядів, медіа та громадських організацій трьох держав, а саме: Спільну декларацію міністрів закордонних справ, Дорожню карту співробітництва між Україною, Литвою та Польщею, План спільних дій з протидії дезінформації на 2022–2023 роки. Розкрито основні напрямки протидії російській дезінформації та пропаганді країн Люблінського трикутника, які були задекларовані на зустрічах міністрів закордонних справ та глав держав. Проаналізовано спільну діяльність громадських організацій Детектор Медіа (Україна), Інституту Костюшка (Польща) та Ініціативи громадянської стійкості (Литва) в рамках проекту по визначенню стійкості суспільств до дезінформації. Проаналізовано спільний звіт вищеназваних організацій та його вплив на подальші перспективи формування стійкості впливу російської інформаційної агресії на цивільних громадян. Вказано як спільне співробітництво країн Люблінського трикутника в сфері інформаційної безпеки, зокрема, в просвітницькій сфері, впливає на формування стійкості суспільств російській дезінформації. Вказано роль просвітницьких громадських ініціатив, таких як освітні тренінги, семінари та курси. Окреслено подальші перспективи співпраці України, Польщі та Литви в вирішенні проблем кібербезпеки, інформаційної безпеки, протистояння гібридним загрозам росії.

In the article, the author analyzes the cooperation of Ukraine, Poland and Lithuania in the format of the Lublin triangle in the field of ensuring information security, combating Russian disinformation and propaganda. Emphasis is placed on the importance of joint resistance to Russian information aggression, since the member countries of the triangle have a common traumatic historical experience of coexistence with Russia in the same information space. The main documents on which the joint actions of the governments, media and public organizations of the three countries are based are analyzed, namely: the Joint Declaration of the Ministers of Foreign Affairs, the Road Map of Cooperation between Ukraine, Lithuania and Poland, the Plan of Joint Actions to Combat Disinformation for 2022–2023. The main directions of combating Russian disinformation and propaganda of the countries of the Lublin Triangle, which were declared at meetings of foreign ministers and heads of state, were revealed. The joint activities of public organizations Detector Media (Ukraine), the Kosciuszko Institute (Poland) and the Initiative for Civil Resilience (Lithuania) were analyzed within the framework of the project to determine the resistance of societies to disinformation. The joint report of the above-mentioned organizations and its impact on the further prospects of forming the stability of the impact of Russian information aggression on civilians have been analyzed. It is indicated how the joint cooperation of the countries of the Lublin Triangle in the field of information security affects the formation of societies’ resistance to Russian disinformation, in particular, in the field of education. It is indicated that this gave impetus to educational public initiatives such as educational trainings, seminars and courses. Further prospects for cooperation between Ukraine, Poland and Lithuania in solving the problems of cyber security, information security, and countering Russia’s hybrid threats are outlined.
