Принципи гуманітарної допомоги Європейського Союзу: імплементація та виклики

Abstract

У статті розглянуто принципи, нормативне та інституційне забезпечення гуманітарної допомоги Європейського Союзу як глобального гуманітарного лідера. Закцентувано увагу на проблемі політизації гуманітарної допомоги під впливом сучасних світових процесів, а також пріоритетів гуманітарних донорів у зовнішній політиці та посиленні глобального лідерства. З’ясовано, що у випадку Європейського Союзу, то принципи гуманітарної допомоги пов’язані з європейським інтеграційним процесом, розширенням повноважень ЄС у сфері зовнішньої політики та безпеки, виробленням комплексного підходу в досягненні їх цілей. До особливостей гуманітарної допомоги ЄС віднесено: спрямування на роз’язання «забутих криз»; компенсація дефіциту донорської підтримки у важкодоступних регіонах; фінансування гуманітарних потреб, які традиційно відчувають недостатність підтримки іншими світовими донорами; посилення уваги до впливу клімату та екологічних факторів; взаємозв’язок між гуманітарною допомогою та розбудовою миру; розробка гуманітарної політики та членство в численних донорських форумах, що дозволяє ЄС визначати формат світової загальногалузевої гуманітарної політики. Розкрито зміст принципів надання гуманітарної допомоги ЄС (гуманності, нейтральності, неупередженості, незалежності) та їх відображення в нормативних документах, а також повноваження ключових інституцій, які визначають політику гуманітарної допомоги ЄС. Виокремлено основні загрози, що можуть призвести до політизації гуманітарних принципів Європейського Союзу, зокрема недосконалість критеріїв відбору гуманітарних партнерів ЄС, пріоритетна увага ЄС на забезпеченні стійкості, посилення комплексного підходу в реалізації зовнішніх дій ЄС, систематична співпраця гуманітарних інституцій з політичними, військовими, безпековими та розвитковими структурами, що здатна спричинити підпорядкування гуманітарної допомоги іншим зовнішньополітичним цілям. Важливо, щоб DG ECHO залишалася автономною структурою і надавала гуманітарну допомоги, виходячи виключно з потреб населення в постраждалих регіонах. Для проведення дослідження використано цілу низку наукових методів, як-от: історичний, аналіз документів, порівняльний, структурно-логічний та прогностичний.

The article examines the principles, normative and institutional support for humanitarian assistance of the European Union as a global humanitarian leader. Attention is focused on the problem of humanitarian aid politicisation under the influence of current global processes, as well as the priorities of humanitarian donors in foreign policy and strengthening global leadership. It is found that in the case of the European Union, the principles of humanitarian assistance are linked to the European integration process, the expansion of the EU’s instruments in the field of foreign policy and security, and the development of a comprehensive approach to achieving their goals. The specific features of EU humanitarian aid include focusing on solving «forgotten crises»; compensation of the donor support deficit in hard-to-reach regions; financing humanitarian needs that traditionally lack support from other global donors; increased attention to the impact of climate and environmental factors; the relationship between humanitarian assistance and peacebuilding; development of humanitarian policy and membership in numerous donor forums, which allows the EU to determine the format of the global sector-wide humanitarian policy. The author reveals the content of the principles of EU humanitarian aid (humanity, neutrality, impartiality, independence) and their reflection in normative documents, as well as the powers of key institutions that determine the EU humanitarian aid policy. The article identifies the main threats that may lead to the politicisation of the EU’s humanitarian principles, in particular, imperfect criteria for selecting EU humanitarian partners, the EU’s priority focus on sustainability, strengthening of the integrated approach to the implementation of the EU’s external actions, and systematic cooperation of humanitarian institutions with political, military, security and development structures, which may lead to the subordination of humanitarian assistance to other foreign policy goals. It is important that DG ECHO remains an autonomous structure and provides humanitarian assistance based solely on the needs of the population in the affected regions. The research was conducted using a number of scientific methods, such as historical, document analysis, comparative, structural and logical, and prognostic.
