Форми участі Волинської обласної ради ради в організації відсічі російським агресорам

Abstract

Військова агресія РФ проти України внесла суттєві корективи у діяльність органів державної влади та місцевого самоврядування: чинником забезпечення життєдіяльності громад стала зміна режиму функціонування органів регіональної і місцевої влади шляхом утворення військових адміністрацій та інших структур, спрямованих на ефективний спротив ворогу. Метою статті є аналіз форм участі депутатського корпусу Волинської обласної ради в організації відсічі російським агресорам. Органи місцевого самоврядування виконують свої повноваження, спрямовані на розв’язання питань місцевого значення на територіях громад з урахуванням специфіки функціонування в умовах воєнного стану. Першою реакцією депутатів Волинської обласної ради на агресивні дій збоку РФ, окупацію Криму та захоплення частини міст і територій на Сході України у 2014 р. стало ініціювання низки звернень до вищого керівництва країни та міжнародних організацій. У зв’язку із введенням воєнного стану в Україні, обласна рада делегувала обласній військовій адміністрації низку повноважень, внесено зміни до обласного бюджету та реалізації низки регіональних програм тощо. Реагування та вирішення питань життєдіяльності та життєзабезпечення області після повномасштабного вторгнення агресора, потребувало створення певних структурних підрозділів та інституцій, діяльність яких мала бути скоординованою. З цією метою створено Координаційний центр, який очолив заступник начальника Волинської обласної військової адміністрації. Утворення військових адміністрацій та введення воєнного стану потребувало від обласної ради координації зусиль з органами державної влади та інституціями громадянського суспільства, релігійними конфесіями тощо, спрямованими на здійснення заходів щодо гарантування безпеки жителям Волині, допомоги ЗСУ і ТрО у вирішенні питань організації побуту військових, забезпечення їх усім необхідним у місцях дислокації.

The military aggression of the Russian Federation against Ukraine has made significant adjustments to the activities of state authorities and local self-government: the factor of ensuring the life of communities was the change in the functioning of regional and local authorities through the formation of military administrations and other structures aimed at effective resistance to the enemy. The article is aimed at analyzing the forms of participation of the deputy corps of the Volyn Regional Council in organizing resistance to Russian aggressors. Local self-government bodies exercise their powers aimed at solving issues of local importance in the territories of communities, taking into account the specifics of functioning in the conditions of martial law. The first reaction of the deputies of the Volyn Regional Council to the aggressive actions of the Russian Federation, the occupation of Crimea and the seizure of a part of the cities and territories in the East of Ukraine in 2014 was the initiation of a series of appeals to the top leadership of the country and international organizations. In connection with the introduction of martial law in Ukraine, the regional council delegated a number of powers to the regional military administration, amended the regional budget and the implementation of a number of regional programs, etc. Responding to and solving issues of livelihood and life support of the region after the full-scale invasion of the aggressor required the creation of certain structural units and institutions whose activities had to be coordinated. For this purpose, there was created a Coordination Center, headed by the deputy chief of the Volyn Regional Military Administration. The formation of military administrations and the introduction of martial law required the regional council to coordinate efforts with state authorities and institutions of civil society, religious denominations, etc., aimed at implementing measures to ensure the safety of Volyn residents, helping the Armed Forces of Ukraine and the Territorial Defense to organize the military’s everyday life, and providing them with everything they need at their deployment locations.
