Принцип «розділяй і владарюй» як інформаційно-комунікаційна технологія конструювання суспільних процесів

Abstract

Вороже налаштовані політичні актори (держави, політичні партії, блоки, органи влади та управління, представники влади, активісти громадських рухів тощо) часто здійснюють зловмисний інформаційний вплив, продукуючи антагоністичні наративи та спрямовуючи їх на цільові групи у суспільстві задля здійснення маніпулювання тим інформаційним середовищем, що є об’єктом впливу. Здійснюється це задля спотворення сприйняття громадянами поточної реальності. Подібним чином розпалювання негативних емоційних станів таких як гнів, страх, відраза або збентеження, часто розглядається як дестабілізуючий психологічний ефект, який є результатом таких спроб впливу на громадян. З урахуванням таких ефектів, які продукує людська психіка у відповідь на інформаційний хаос, викликає зацікавлення технологія інформаційного впливу, котра реалізовується через продукування повідомлень, що працюють на загострення розбіжностей в середині суспільства. Цей ефект досягається інформаційною підтримкою антагоністичних політичних, економічних, релігійних, етнічних суспільних рухів, свідомим загостренням «болючих» чи невирішених суспільних проблем – як от мова спілкування чи приналежність до міжнародних організацій/систем колективної безпеки (наприклад, для України – НАТО та ЄС, для Великобританії – Brexit). В статті на основі вітчизняних та іноземних досліджень розглянуто роботу головно російської пропагандистської машини як однієї з найбільш активних, масових та розмаїтих стосовно застосованих методів та технологій. На прикладі втручання у вибори США та дискредитації українських біженців з 2022 р. у Європі проаналізовано ключові тези російської пропаганди. Всі ці тези різноспрямовані (подекуди працюють на підтримку протилежних політичних ідей чи думок), що призводить до єдино можливої гіпотези: не стільки важливим є те, кого саме вони підтримують. Важливішими є емоційні переживання громадян, на яких вони спрямовані, та рівень довіри до держави і державних інституцій. Тобто негативні емоції, як от невпевненість, страх, відчуття хаосу та незахищеності провокуватимуть недовіру до державної влади та вноситимуть зміни в суспільні процеси через зміни поведінкових моделей у громадян. Принцип «розділяй і владарюй» працює на ослаблення ворожого простору через інформаційні втручання, що вносять ідеї розбрату, розрізненості та несприйняття.

Hostile political actors (states, political parties, blocs, authorities and administrations, government officials, social movement activists, etc.) often exert malicious informational influence by producing antagonistic narratives and directing them to target groups in society in order to manipulate the information environment that are the target audience. This is done in order to distort the citizens’ perception of the current reality. Similarly, inciting negative emotional states such as anger, fear, disgust, or embarrassment is often seen as a destabilizing psychological effect that arise from such attempts to influence the public. Taking into account such effects, which the human psyche produces in response to information chaos, the technology of information influence, which is implemented through the production of messages that work to exacerbate disagreements within the society, is of interest. This effect is achieved by informational support of antagonistic political, economic, religious, ethnic social movements, deliberate aggravation of ‘painful’ or unresolved social problems, such as the language of communication or membership in international organizations/systems of collective security (for example, for Ukraine – NATO and the EU, for Great Britain – Brexit). The article, based on domestic and foreign research, examines the work of the mainly Russian propaganda machine as one of the most active, massive and diverse in terms of applied methods and technologies. The key theses of Russian propaganda are analysed through the example of interference in the USA elections and the discrediting of Ukrainian refugees since 2022 in Europe. All these theses are multidirectional (sometimes they work to support opposite political ideas or opinions), which leads to the only possible hypothesis: it is not so important who exactly they support. More important are the emotional experiences of the people at whom they are directed, and the level of trust in the state and state institutions. That means that negative emotions, such as insecurity, fear, a sense of chaos and insecurity will provoke distrust of governmental authorities and bring about changes in social processes through changes in the behavioural patterns of the public. “Divide and Rule” Principle works to weaken the hostile areas through informational interventions that introduce ideas of discord, division and non-acceptance.
