Безпекова політика країн Балтії в умовах російсько-української війни

Abstract

У статті автор на основі опрацьованих праць представників західної і вітчизняної політичної науки аналізує передумови становлення та функціонування політики національної безпеки Естонії, Латвії і Литви в сучасних складних умовах реалізації зовнішньополітичної експансіоністської доктрини путінської росії. У зв’язку з цим виокремлено два етапи безпекової політики країн Балтії на тлі російсько-української війни 2014-2024 рр. Хронологічні межі першого етапу охоплюють події «гібридної війни» (від анексії Криму до російської воєнної інтервенції на Донбасі в контексті спроб легітимації псевдореспублік ДНР-ЛНР). Другий етап – це повномасштабне вторгнення росії в Україну після 24 лютого 2024 р. Протягом окресленого періоду політика національної безпеки балтійських республік реалізовувалася у відповідності до актуальних загроз з боку росії щодо України та країн балтійського регіону, а також новітніх викликів рф для загальної системи європейської та євроатлантичної безпеки. У зазначених часових межах республіки Балтії випрацювали адекватну реакцію-відповідь на проблеми безпекової ситуації в регіоні, здійснили низку заходів щодо протидії російській агресії в Україні, зміцнення власної безпеки та оборонних позицій країн-членів Північноатлантичного альянсу. Насамперед йдеться про правове забезпечення оборонної політики балтійських республік, модернізацію їх військово-промислового комплексу, приведення у відповідність до натівських вимог рівня оборонних витрат, активну участь у військових навчаннях НАТО, превентивні заходи щодо недопущення дестабілізації в балтійському регіоні та всесторонню військово-політичну, дипломатичну, матеріальну, гуманітарну та моральну підтримку України у повномасштабній агресії проти неї з боку росії.

In the article, on the basis of the studied works of representatives of Western and national political science, the author analyzes the prerequisites for the formation and functioning of the national security policy of Estonia, Latvia and Lithuania in the current difficult conditions of the implementation of the foreign policy expansionist doctrine of putin's russia. In this regard, two stages of the Baltic States' security policy were singled out against the background of the Russian- Ukrainian war of 2014-2024. The chronological boundaries of the first stage cover the events of the "hybrid war" (from the annexation of Crimea to Russia's military intervention in Donbas in the context of attempts to legitimize the pseudorepublics of the DPR-LPR). The second stage is a full-scale Russian invasion of Ukraine after February 24, 2024. During this period, the national security policy of the Baltic republics was implemented in accordance with the current threats from russia to Ukraine and the countries of the Baltic region, as well as the latest challenges of the russian federation for the overall system of European and Euro-Atlantic security. Within this timeframe, the Baltic states developed an adequate response to the problems of the security situation in the region, took a number of measures to counter russian aggression in Ukraine, strengthen their own security and the defense positions of the member states of the North Atlantic Alliance. This primarily includes legal support for the defense policy of the Baltic republics, modernization of their military-industrial complex, bringing defense spending in compliance with NATO requirements, active participation in NATO military exercises, preventive measures to ensure that destabilization in the Baltic region is not allowed, and comprehensive military, political, diplomatic, financial, humanitarian and moral support for Ukraine in a full-scale russian aggression against it.
