Понятійно-категорiальна концептуалізація етнокультурної автономії

Abstract

Стаття розв’язує завдання конструювання авторської теоретико-методологічної характеристики етнокультурної автономії. Автор опирається на результати досліджень закордонних і вітчизняних учених, а також сучасні європейські кейси нетериторіальних автономій. Систематизовано характеристики інституту етнокультурної автономії, запропоновано визначення поняття «етнокультурна автономія». Особливостями етнокультурної автономії визначено: 1) це форма індивідуального (персонального) етнокультурного самовизначення громадян; 2) субдержавне утворення, спрямоване запобігати політизації етнічності, етнополітичній дезінтеграції; 3) відсутність територіальних вимог до держави, переспрямування вимог етнотериторіального характеру в етнокультурні вимоги; 4) впливає передусім на сферу культури, хоч може охопити інші питання, принципово важливі для етноспільноти; 5) спрямована на збереження різноманітності, самобутності етнічних спільнот, реалізацію права на вільний етнокультурний розвиток; 6) ґрунтується на самоорганізації, передбачає створення певних організаційних форм об’єднання. Відзначено, що інститут етнокультурної автономії є організованою формою представництва інтересів етноспільнот, яка має виборні органи, веде реєстри своїх представників, ґрунтує діяльність на статуті і т. ін. Автор визначив поняття «етнокультурна автономія» як форму добровільного індивідуального етнокультурного самовизначення громадян, які ідентифікують себе з певною етноспільнотою задля збереження етнокультурної самобутності в умовах поліетнічної держави шляхом самостійного розв’язання питань у сферах культури, освіти, мови і под. через спеціальні виборні органи культурної автономії.

The article solves the problem of constructing the author's own theoretical and methodological characterization of ethnocultural autonomy. The author relies on the results of research by foreign and domestic scholars, as well as modern European cases of non-territorial autonomies. The author systematizes the characteristics of the institution of ethnocultural autonomy and proposes a definition of the concept of ‘ethnocultural autonomy’. The features of ethnocultural autonomy are as follows: 1) it is a form of individual (personal) ethnocultural self-determination of citizens; 2) a substate formation aimed at preventing politicization of ethnicity and ethnic-political disintegration; 3) absence of territorial requirements to the State, redirection of ethnic-territorial requirements into ethnocultural requirements; 4) primarily affects the sphere of culture, although it may cover other issues of fundamental importance to the ethnic community; 5) aims to preserve the diversity and identity of ethnic communities, to exercise the right to free ethnocultural development; 6) is based on self-organization, involves the creation of certain organizational forms of association. It is noted that the institution of ethnocultural autonomy is an organized form of representation of the interests of ethnic communities, which has elected bodies, maintains registers of its representatives, bases its activities on the charter, etc. The author defines the concept of ‘ethnocultural autonomy’ as a form of voluntary individual ethnocultural self-determination of citizens who identify themselves with a particular ethnic community in order to preserve their ethnocultural identity in a multi-ethnic state by independently resolving issues in the areas of culture, education, language, etc. through special elected bodies of cultural autonomy.
