Критерії класифікації інституційних чинників публічної політичної участі молоді

Abstract

В умовах функціонування сучасних демократичних держав значної актуальності набуває питання дослідження впливу політичних інститутів на забезпечення політичної участі населення, як важливої запоруки ефективного функціонування демократичної політичної системи. Не виключенням є й дослідження політичної участі молоді, як важливої соціально-демографічної групи, залучення якої до суспільно-важливих процесів є одним із пріоритетних завдань молодіжної політики сучасності. Водночас практика доводить, що успішне забезпечення можливостей для участі молоді у публічній політиці має спиратись на суттєву інституційну основу, яка охоплює цілий комплекс інституційних структур, особливості функціонування яких залежать від широкого спектру різних чинників. При цьому в умовах Україні такі політичні інститути ще знаходяться на етапі свого розвитку, перебуваючи у стані поступової імплементації європейських підходів до реалізації молодіжної політики. Саме тому головна мета статті полягає у виокремленні чинників, які впливають на політичні інститути, що сприяють забезпеченню публічної політичної участі вітчизняної молоді, та розробити підходи до їх класифікації, шляхом визначення валідних критеріїв їх типологізації. Основна частина дослідження спрямована на здійснення аналізу, порівняння та характеристики основних інституційних чинників, що впливають на публічну політичну участь молоді в сучасній Україні. У ході дослідження було розкрито сутність найбільш дискусійних чинників, їх відмінності та доцільність розмежування одне від одного. Обґрунтовано особливості взаємозв’язку між структурою та людським потенціалом, інституційною пам’яттю та алгоритмами роботи, а також комунікативними ресурсами і особливостями зовнішнього сприйняття відповідних політичних інститутів. За результатами дослідження запропоновано декілька нових підходів до класифікації інституційних чинників публічної політичної участі молоді, що спираються на різні критерії. Окреслено поле для проведення подальших досліджень, орієнтованих на вивчення проблемного і перспективного виміру функціонування відповідних політичних інститутів у контексті сучасних реалій розвитку вітчизняної молодіжної політики.

In the conditions of the functioning of modern democratic states, the issue of researching the influence of political institutions on ensuring political participation of the population, as an important guarantee of the effective functioning of a democratic political system, is gaining considerable relevance. The study of the political participation of youth, as an important socio-demographic group, whose involvement in socially important processes is one of the priority tasks of modern youth policy, is no exception. At the same time, practice proves that the successful provision of opportunities for youth participation in public policy must be based on a substantial institutional basis, which encompasses a whole complex of institutional structures, the peculiarities of which function depend on a wide range of different factors. Simultaneously, in the conditions of Ukraine, such political institutions are still at the stage of their development, being in a state of gradual implementation of European approaches to the implementation of youth policy. That is why the main goal of this article is to single out the factors that influence political institutions that contribute to ensuring the public political participation of domestic youth, and to develop approaches to their classification by determining valid criteria for their typology. The main part of the study is aimed at analyzing, comparing, and characterizing the main institutional factors that influence the public political participation of young people in modern Ukraine. During the research, the essence of the most controversial factors, their differences, and the expediency of distinguishing one from the other was revealed. The peculiarities of the relationship between structure and human potential, institutional memory and work algorithms, as well as communicative resources and features of external perception of the relevant political institutions, are substantiated. According to the results of the research, several new approaches to the classification of institutional factors of public political participation of youth are proposed, based on various criteria. A separate field has been designated for further research, focused on the study of the problematic and prospective dimensions of the functioning of the relevant political institutions in the context of the modern realities of the development of Ukrainian youth policy.
