Політико-комунікативна стратегія держави в умовах інформаційної війни росії проти України

Abstract

В статті висвітлююються особливості інформаційної війни росії проти України та її союзників в умовах повномаштабного вторгнення. Зазначається, що головною метою інформаційного протистояння є дезінформація населення України та підрив демократичних цінностей, а також культивування атмосфери недовіри та нігілізму. Підкреслюється, що рф у нинішній війні використовує різноманітні напрямки інформаційного протиборства проти України, зокрема: широке використання підконтрольних ЗМІ, контр-інформаційну боротьбу; використання пропагандистських підрозділів в інформаційних та соціальних мережах; застосування агентів впливу серед місцевого населення тощо. Акцентується увага на тому що росія досить часто повторює механізми та засоби інформаційної боротьби, що використовувалися ще нацистською Німеччиною, зокрема маніпулювання суспільною свідомістю, поширення неправдивої інформації, виправдовування знищення мирного цивільного населення, провокування соціальних, політичних, національних та релігійних протиріч та конфліктів. Вказується, що основним засобом російської інформаційної війни є інформаційно-психологічні операції (ІПсО), метою яких є здійснення стратегічного впливу на свідомість та психологію громадян для зміни їхньої поведінки, переконань та ставлення до влади, чинного уряду, президента або конкретних ідей. Зазначається, що для активної протидії російській дезінформації потрібно реалізувати системний підхід на рівні держави, формувати національні цінності, розвивати освіту, медіаграмотність, критичне мислення у населення, сприяти розвитку ініціатив громадянського суспільства в даній галузі. Так зокрема розвиток критичного мислення допомагає різнобічно та системно аналізувати інформацію, розуміти певні суперечності та неточності і відкидати неправдиву інформацію.

The article highlights the peculiarities of Russia's information war against Ukraine and its allies in the context of a fullscale invasion. It is noted that the main goal of the information confrontation is disinformation of the population of Ukraine and Western countries and undermining the values of the democratic world, as well as cultivating an atmosphere of mistrust and nihilism. It is emphasized that in the current war, the Russian Federation uses various directions of information struggle against Ukraine, in particular: wide use of controlled mass media, counter-information struggle; the use of propaganda units in information and social networks; use of influence agents among the local population, etc. Attention is focused on the fact that Russia quite often repeats the mechanisms and means of information struggle that were used by Nazi Germany, in particular the manipulation of public consciousness, the spread of false information, the justification of the destruction of the peaceful civilian population, and the provoking of social, political, national and religious contradictions and conflicts. It is indicated that the main means of Russian information warfare are information and psychological operations (IPsO), the purpose of which is to exert a strategic influence on the consciousness and psychology of citizens to change their behavior, beliefs and attitudes towards the authorities, the current government, the president or specific ideas. It is noted that in order to actively counteract Russian disinformation, it is necessary to implement a systematic approach at the state level, to form national values, to develop education, media literacy, critical thinking among the population, and to promote the development of civil society initiatives in this field. In particular, the development of critical thinking helps to comprehensively and systematically analyze information, understand certain contradictions and inaccuracies, and reject false information.
