Розширення економічних і політичних міжнародних контактів Республіки Білорусь на фоні погіршення відносин із Росією

Abstract

У статті розглядається процес розширення зовнішньополітичних контактів Республіки Білорусь у зв’язку із загостренням білорусько-російських відносин. Установлено, що в нових геополітичних умовах білоруська влада взяла курс на здійснення багатовекторної зовнішньої політики, яка спрямована на побудову прагматичних відносин практично на всіх доступних зовнішньополітичних напрямах. Визначено чинники, що вплинули на відновлення взаємин Республіки Білорусь із Заходом на сучасному етапі. Підкреслюється, що поглибленню міжнародної взаємодії не сприяє внутрішньополітична кон’юнктура в Білорусі та її залежність від Росії. Тому білоруська влада вимушена діяти в обставинах, що обмежують простір для маневрування й перешкоджають поглибленню зовнішніх контактів. Доведено, що білоруська сторона, прагнучи обмежити вплив Росії, здійснює послідовні кроки, спрямовані на диверсифікацію зовнішньополітичної активності. З’ясовано, що метою білоруського керівництва є продовження курсу, спрямованого на послідовне зниження рівня політизації відносин із Європейським Союзом, а також поступове зміщення акцентів взаємодії в більш прагматичну економічну площину. У результаті проведеного автором аналізу зазначено, що розширення економічних і політичних контактів із Заходом є не лише спробою розширити власну політику, а й демонстрацією білоруською владою зовнішньополітичної самостійності та наявності альтернатив російському вектору. Висловлено припущення, що в наявних обставинах оптимальним сценарієм для Республіки Білорусь могло б стати збереження такого status quo, коли жодна зі сторін не вимагала б від Білорусі необхідності геополітичного вибору.

The article addresses the process of expansion of foreign policy contacts of the Republic of Belarus in connection with the aggravation of the Belarusian-Russian relations. It is established that in the new geopolitical conditions, the Belarusian government has embarked on a multi-vector foreign policy aimed at building pragmatic relations in almost all accessible foreign policy directions. The factors that influenced the restoration of relations between Belarus and the Western world at the present stage are identified. It is emphasized that the internal political situation in Belarus and its dependence on Russia do not contribute to the deepening of international cooperation. Therefore, the Belarusian government is forced to act in circumstances that limit the space for maneuvering and prevent the deepening of external contacts. It is proved that the Belarusian side, seeking to limit Russia's influence, is taking consistent steps aimed at diversifying foreign policy activity. t was established that the goal of the Belarusian leadership is to continue the course aimed at a consistent decrease in the level of politicization of relations with the European Union, as well as a gradual shift in the emphasis of interaction to a more pragmatic economic plane. As a result of the analysis conducted by the author, it was noted that the expansion of economic and political contacts with the West is not only an attempt to expand its own policy but also a demonstration by the Belarusian authorities of foreign policy independence and the availability of alternatives to the Russian vector. The author suggested that in the current circumstances, the optimal scenario for the Republic of Belarus could be to maintain such a status quo when neither side would require Belarus to make a geopolitical choice.
