Органи державної влади та інститути громадянського суспільства: складнощі комунікації

Abstract

У статті розглянуто проблеми, що виникають у комунікації між органами державної влади та інститутами громадянського суспільства. Наголошено, що, незважаючи на впровадження низки діалогових інструментів, відповідна комунікація залишається ускладненою, а зворотній зв'язок у ній - слабким. Особлива увага приділена чинникам такої ситуації, до яких віднесено як внутрішні чинники (слабкі сторони суб'єктів комунікації), так і зовнішні (зокрема медіацентрована демократія, консюмеризація політичної комунікації, спрощення повідомлень, популізм, «епоха постправди»). Автором наголошено, що повністю уникнути впливу вказаних чинників не вдасться. Водночас запропоновано низку заходів для розвитку більш дієвої комунікації між органами державної влади та інститутами громадянського суспільства, насамперед у частині вдосконалення комунікативних характеристик суб'єктів взаємодії, подолання слабких сторін.

Problems that arise in communication between public authorities and civil society institutions are discussed in the article. It was noted that despite the implementation of a number of dialogue tools, the corresponding communication remains difficult, and the feedback is weak. Particular attention is paid to factors that influence such a situation, which include both internal factors (weaknesses of the subjects of communication) and external (in particular, media-centered democracy, the consumerization of political communication, the simplification of messages, populism, the “post-truth era”). The author noted that completely avoid the influence of these factors will not succeed. At the same time, a number of measures have been proposed to develop more effective communication between state authorities and civil society institutions, primarily in terms of improving the communicative characteristics of the subjects of interaction and overcoming their weaknesses.
