| Abstract: | The ideological base of local self-government is the concept of natural rights that means that the right of inhabitants to direct their business is inalienable and imprescriptible as other natural rights and freedom bases that are given to the person from birth. Exactly such rights must foresee the laws of developed European states, where the man - citizen stands in the bottom of governance pyramid and directly takes part in formation and progressive building of state and of the public sphere in the whole. |
