Системний дефектус інноваційної активності в Україні та її регіонах

Abstract

Запропоновано поняття системного дефектусу (від lat. defectus – недолік), під яким рекомендовано розуміти сукупність недоліків у сфері організації, управління, функціонування інноваційної економіки та її інфраструктури, які (недоліки) зумовлені відсутністю системного підходу. Системний дефектус обмежує методичні аспекти управління інноваційним потенціалом, а також гальмує дії практично-організаційного механізму підвищення інноваційної активності та перетворення іннова- цій на ключову конкурентну перевагу. До складу системного дефектусу в межах статті віднесено від- сутність в Україні національної інноваційної системи, недосконалість інституційного забезпечення інноваційної діяльності, а також недостатній фінансовий супровід наукової діяльності як ендогенний чинник інноваційної активності. Представлено ілюстрацію складників системного дефектусу, які негативно впливають на інноваційний розвиток економіки України та її регіонів.

The article is aimed to diagnose the key obstacles to the innovative restructuring of the regional economy, which form a systemic defectus. The concept of systemic defectus (from lat. – defectus – deficiency) is proposed, under which it is recommended to understand the set of deficiencies in the sphere of organization, management, functioning of innovative economy and its infrastructure, which (deficiencies) are caused by lack of systematic approach. The systemic defectus limits the methodical basis of innovation potential management, as well as hinders the practical and organizational mechanism of enhancing innovation activity and turning innovation into a key competitive advantage. The systemic defectus within the article includes a) the absence in Ukraine and regions of the innovation systems, b) the imperfection of institutional support for innovative activity, as well as c) insufficient financial support for scientific activity as an endogenous factor of innovation activity. An illustration of the components of the systemic defectus that negatively influence the innovative development of the economy of Ukraine and its regions is presented. The innovation system supports innovative, creative activities by improving information support and reducing information asymmetry; ensures the transfer of the results of scientific activity to the realm of the practical world, where innovations are transformed into innovations; promotes innovative products to the consumer market; forms the innovative culture in the country and region; creates the demand for the workforce of the necessary qualifications.so on. The institutional component of a defectus is characterized by a large number of regulations and their inconsistency in Ukraine. The institutional support of innovation activity in regions is weak and not effective. The lack of sufficient funding for science hinders the fulfillment of its function as an endogenous factor for the development of innovative activity and the lag in competition with the leading countries of the world. It is recommended to use the experience of Israel and European countries to force innovative activity in Ukraine and regions.
