Abstract

The authors of the article stress that optimal model of the state form is being seeking during the whole period of the independent Ukraine existence. The following tasks have to be legally regulated on the local level on the first served base: the formation of the efficient organization of the executive branch of the government; the formation of the modern system of the local government; the introduction of the new ideology of the functioning of the executive branch of the government and local government as activities aimed on the guranteeng rights and freedoms of the citizens, delivering of the state and public services.
