Політико-системний підхід в розвитку сучасної етнонаціональної політики

Abstract

Стаття встановлює значення системи етнічного представництва в умовах демократичної конкурентної політики. Досліджено ревізію політико- інституційного підходу на основі системних методологічних принципів. Автори зауважують, що умовах російського вторгнення до України пропаганда рф неодноразово намагалася використати поліетнічний склад населення сучасної України як чинник внутрішньої дестабілізації. Звернено увагу на місце сучасних етнічних груп в інституційному дизайні політичних систем демократичного транзиту. Встановлені особливості взаємозв’язку етнічних інтересів та політичних інститутів. Обґрунтовано, що системний підхід надає інструменти для посилення інституційної спроможності етнічних політичних суб’єктів, одночасно сприяючи стабільності та інклюзивності. Доведено, що етнополітична інституційно-акторна взаємодія не відбувається ізольовано. Розкрито зумовленість демократичної етнополітики історичними, культурними, соціальними та економічними контекстами. Структурний вимір етнополітичних взаємодій в умовах демократії розглядається через інституційні рамки, які регулюють взаємодію між етнічними групами та політичними системами. Розглядаються відносини між етнічними громадами, державними установами та політичними партіями. Наголошується на важливості компетенцій діалогу та переговорів. Відзначено, що основними напрямками сучасних політико-системних розвідок є етнополітичні відносини, які розвиваються з часом у відповідь на політичні, економічні та соціальні зміни. Автори відзначають, що перехід до демократичного правління потенційно створює можливості для маргіналізованих етнічних груп брати участь у політиці. З’ясовано, що системна етнополітична перспектива виступає за збалансування автономії етнічних груп з механізмами забезпечення національної єдності. Системний підхід до аналізу етнополітики пропонує комплексну основу для вирішення викликів політичних трансформацій та зміцнення інституційної спроможності етнічних політичних акторів

The article establishes the importance of ethnic representation in the context of democratic competitive politics. The revision of the political and institutional approach based on systemic methodological principles is investigated. The authors note that in the context of the Russian invasion of Ukraine, Russian propaganda repeatedly tried to use the multiethnic composition of the population of modern Ukraine as a factor of internal destabilization. Attention is drawn to the place of modern ethnic groups in the institutional design of political systems of democratic transit. The peculiarities of the relationship between ethnic interests and political institutions are established. It is substantiated that the systemic approach provides tools for strengthening the institutional capacity of ethnic political subjects, while simultaneously promoting stability and inclusiveness. It is proven that ethno-political institutional-actor interaction does not occur in isolation. The determination of democratic ethno-politics by historical, cultural, social and economic contexts is revealed. The structural dimension of ethnopolitical interactions in a democracy is examined through the institutional framework that regulates the interaction between ethnic groups and political systems. The relations between ethnic communities, state institutions, and political parties are examined. The importance of the competences of dialogue and negotiation is emphasized. It is noted that the main directions of modern political-systemic intelligence are ethnopolitical relations that develop over time in response to political, economic, and social changes. The authors note that the transition to democratic rule potentially creates opportunities for marginalized ethnic groups to participate in politics. It is found that the systemic ethnopolitical perspective advocates balancing the autonomy of ethnic groups with mechanisms for ensuring national unity. A systemic approach to the analysis of ethnopolitics offers a comprehensive framework for addressing the challenges of political transformations and strengthening the institutional capacity of ethnic political actors.
