Консолідація демократичного політичного режиму: вектори та траєкторії в сучасній політичній науці

Abstract

Стаття встановлює особливості консолідації демократичного політичного режиму як нагальної потреби розвитку політичної науки з огляду на процеси повоєнного відновлення та посилення європейської інтеграції. Досліджено специфіку наукових уявлень щодо консолідації демократії, яка відображається як складний і багатовимірний процес, що забезпечує сталість інклюзивного демократичного врядування. Автор доводить, що принциповою умовою консолідації демократичного політичного режиму слід вважати громадянську активність та ініціативність як основу спроможного інституційного середовища. Звернено увагу на твердження, згідно з якими політичне різноманіття сприяє створенню демократичного конкурентного середовища, яке заохочує діалог, дебати та інновації. Встановлено значення для консолідації демократії активного громадянського залучення через голосування, адвокацію та участь у громадянському суспільстві зміцнює легітимність демократичних систем. Доведено, що спроможні демократичні інституції є основою будь-якої сталої демократії. Їх дизайн, функціональність та адаптивність, згідно із політологічними розробками, суттєво впливають на процес демократичної консолідації. Розкрито зміст та значення поділу влади, системи стримувань і противаг і захист основних прав, як важливих ознак консолідації демократичного політичного режиму. Виявлено, що транспарентність і компетентність призначуваної і виборної бюрократії мають вирішальне значення для оцінки справедливості надання державних послуг. Розглядаються функцій вільних медіа щодо можливостей притягнення влади до відповідальності та надання громадянам інформацію, необхідну для прийняття обґрунтованих рішень. Відзначено, що конституційно затверджена організація виборчого процесу має бути інклюзивною, неупередженою та мати легітимні повноваження. Автор аргументує, що реакція суспільства на неспровоковане вторгнення країни-агресора в Україну може формувати демократичні практики та стійкість. З’ясовано, що учасники політичних взаємодій виступають у договірні відносини з метою програмування демократичних перетворень на тривалий період. Обґрунтовано, що вимушена консолідація демократичного політичного режиму відбувається як наслідок зовнішнього політичного впливу.

The article establishes the peculiarities of the consolidation of the democratic political regime as an urgent need for the development of political science in view of the processes of post-war recovery and strengthening of European integration. The specifics of scientific ideas about the consolidation of democracy, which is reflected as a complex and multidimensional process that ensures the stability of inclusive democratic governance, are studied. The author proves that the fundamental condition for the consolidation of a democratic political regime should be considered civic activity and initiative as the basis of a capable institutional environment. Attention is drawn to claims that political diversity contributes to a democratic competitive environment that encourages dialogue, debate and innovation. It has been established that active civic engagement through voting, advocacy and participation in civil society strengthens the legitimacy of democratic systems for the consolidation of democracy. It has been proven that capable democratic institutions are the basis of any sustainable democracy. Their design, functionality and adaptability, according to political science developments, significantly affect the process of democratic consolidation. The content and significance of the separation of powers, the system of checks and balances and the protection of fundamental rights are revealed as important signs of the consolidation of a democratic political regime. It was found that the transparency and competence of the appointed and elected bureaucracy are of crucial importance for assessing the fairness of the provision of public services. The functions of free media are considered in relation to the possibilities of holding the authorities to account and providing citizens with the information necessary for making informed decisions. It was noted that the constitutionally approved organization of the election process should be inclusive, impartial and have legitimate powers. The author argues that society's reaction to the unprovoked invasion of Ukraine by an aggressor country can shape democratic practices and stability. It was found that the participants of political interactions engage in contractual relations with the aim of programming democratic transformations for a long period. It is substantiated that the forced consolidation of the democratic political regime occurs as a result of external political influence.
