Вимушена міграція в країнах тропічної Африки та її вплив на політичну ситуацію в регіоні

Abstract

В статті розглянуто феномен вимушеної міграції в Тропічній Африці і його вплив на політичну ситуацію країн регіону та африканського континенту. Зазначено, що міграційні процеси в регіоні Тропічної Африки після деколонізації країн і набуття ними самостійності й автономності, не стали предметом політичних досліджень через поширений стереотип: міграція суттєво не впливає ані на внутрішні політичні процеси, ані на міжнародні в сенсі відносин між Сходом і Заходом. Підкреслено зміну поглядів на означену проблему в сучасному науковому дискурсі: в умовах глобалізації міграція стає рушійною силою, яка формує не тільки економічні, а й політичні контури як окремих регіонів, так і майбутньої світобудови, а міграційні процеси визнані предметом міжнародної політики. Виокремлено причини міграції, зумовлені внутрішніми проблемами країн: економічна нестабільність, бідність, корупція, насилля, порушення прав і свобод, погіршення екології навколишнього середовища. Їх непрогнозована інтеграція здатна трансформувати окремі суспільні суперечки в багаторівневі конфлікти економічного, етнічного, військово-безпекового характеру, які загрожують цілісності держав і негативно впливають на політичні процеси. Акцентовано увагу на взаємозв’язку між політичною нестабільністю, відсутністю безпеки в більшості країн регіону та інтенсивністю і збільшенням обсягів міграційних потоків населення. Особливу увагу зосереджено на перманентності військових конфліктів як основного джерела міграції. Доведено, що більшість вимушених мігрантів у регіоні, переміщаючись на нові місця проживання, змінюють країни, проте залишаються на африканському континенті, що є визначальною характеристикою міграції: міграційні суспільні контакти ускладнюються через розпорошеність політичних цінностей, релігійних традицій, етнічних конотацій тощо. Специфіка міграції в тому, що повстанські угруповання як тригери конфліктів постійно поповнюються внутрішніми втікачами, переміщеними особами і вимушеними мігрантами, а збереження впродовж кількох десятиліть високого рівня міграції провокує виникнення нових гуманітарних катастроф. Замкнене коло міграції пояснюється порушенням у владних структурах країн Тропічної Африки принципів суспільного правопорядку і безпеки громадян та неефективної роботи державних механізмів влади. Узагальнено: глобалізація суттєво впливає на сучасні політичні процеси як окремих країн, так і регіону в цілому.

The article examines the phenomenon of forced migration in Tropical Africa and its impact on the political situation of the countries of the region and the African continent. It is noted that migration processes in the Tropical Africa region after the decolonization of the countries and their acquisition of independence and autonomy did not become the subject of political research due to the widespread stereotype: migration does not significantly affect either internal political processes or international ones in the sense of relations between the East and the West. The change in views on the problem in modern scientific discourse is emphasized: in the context of globalization, migration becomes a driving force that shapes not only the economic, but also the political contours of both individual regions and the future world order, and migration processes are recognized as a subject of international policy. The causes of migration are identified, which are caused by the internal problems of countries: economic instability, poverty, corruption, violence, violation of rights and freedoms, deterioration of the environment. Their unpredictable integration can transform individual social disputes into multi-level conflicts of an economic, ethnic, military and security nature, which threaten the integrity of states and negatively affect political processes. The focus is on the relationship between political instability, lack of security in most countries of the region and the intensity and increase in the volume of migration flows. Particular attention is paid to the permanence of military conflicts as the main source of migration. It is proven that the majority of forced migrants in the region, moving to new places of residence, change countries, but remain on the African continent, which is a defining characteristic of migration: migratory social contacts are complicated by the dispersion of political values, religious traditions, ethnic connotations, etc. The specificity of migration is that rebel groups as triggers of conflicts are constantly replenished with internal refugees, displaced persons and forced migrants, and the preservation of a high level of migration for several decades provokes the emergence of new humanitarian disasters. The vicious circle of migration is explained by the violation of the principles of public order and security of citizens in the power structures of the countries of Tropical Africa and the ineffective operation of state mechanisms of power. In summary: globalization significantly affects modern political processes both in individual countries and in the region as a whole.
