Зовнішній вплив РФ на виборчі кампанії у інших країнах

Abstract

У статті проаналізовано нові методи впливу Російської Федерації (РФ) на виборчі кампанії в інших країнах, що поєднують інформаційний тиск із військовою агресією проти України. Новизна цих методів полягає у синергії інформаційного впливу та військових дій, що створює нові виклики для суспільно-політичного життя демократичних країн. РФ використовує такі методи для просування свого впливу у Європі, зокрема для ослаблення співпраці між Україною та її партнерами, які підтримують Київ у протидії військовій агресії. Війна, розв’язана РФ проти України, змусила уряди західних країн переглянути бюджетну політику, скорочуючи витрати на соціально-економічні потреби населення на користь збільшення оборонних витрат. Це, у свою чергу, посилює соціальне напруження, що використовується РФ для маніпуляцій електоральними уподобаннями громадян цих країн. Інформаційна кампанія Кремля формує занепокоєння у місцевого населення щодо можливого розширення агресії РФ на інші країни, що впливає на аксіологію виборчого процесу, сприяючи просуванню популістських ідеологій, антидемократичних настроїв та посиленню впливу прокремлівських сил. У статті розглянуто інструменти та методи втручання РФ у виборчі процеси інших країн, серед яких виділяються інформаційні операції, кампанії з дезінформації, кіберзагрози, економічний тиск і підтримка антидемократичних рухів. Аналіз цих методів дозволив зробити висновок про деструктивний вплив РФ на політичну стабільність і демократичні інститути країн, де проводяться чергові вибори. Такі дії спричиняють хаос у суспільно-політичному житті, підривають довіру до виборчих процесів і сприяють поступовому розвороту демократичних країн у бік автократії. Загалом, у статті наголошується, що дії РФ становлять серйозну загрозу збереженню демократій у світі, адже вони підривають основи демократичного процесу, маніпулюють громадською думкою та сприяють зростанню антидемократичних тенденцій. Такий вплив вимагає посиленої уваги міжнародної спільноти, розробки превентивних заходів і ефективної протидії для захисту політичної стабільності та демократичних цінностей у світі.

The article analyzes new methods of influence of the Russian Federation (RF) on election campaigns in other countries, combining information pressure with military aggression against Ukraine. The novelty of these methods lies in the synergy of information influence and military actions, which creates new challenges for the socio-political life of democratic countries. The RF uses such methods to promote its influence in Europe, in particular, to weaken cooperation between Ukraine and its partners who support Kyiv in countering military aggression. The war unleashed by the RF against Ukraine has forced the governments of Western countries to reconsider their budget policies, reducing spending on the socio-economic needs of the population in favor of increasing defense spending. This, in turn, intensifies social tension, which the RF uses to manipulate the electoral preferences of citizens of these countries. The Kremlin’s information campaign creates concern among the local population about the possible expansion of the RF’s aggression to other countries, which affects the axiology of the electoral process, contributing to the promotion of populist ideologies, anti-democratic sentiments, and strengthening the influence of pro-Kremlin forces. The article examines the tools and methods of the RF’s interference in the electoral processes of other countries, including information operations, disinformation campaigns, cyber threats, economic pressure, and support for anti-democratic movements. The analysis of these methods allowed us to conclude that the RF has a destructive impact on the political stability and democratic institutions of countries where regular elections are held. Such actions cause chaos in socio-political life, undermine trust in electoral processes, and contribute to the gradual turn of democratic countries towards autocracy. Overall, the article emphasizes that the actions of the RF pose a serious threat to the preservation of democracies in the world, as they undermine the foundations of the democratic process, manipulate public opinion, and contribute to the growth of anti-democratic tendencies. Such influence requires increased attention from the international community, the development of preventive measures, and effective countermeasures to protect political stability and democratic values in the world.
