Роль Організації Об’єднаних Націй у захисті прав жінок: від стратегій до реалізації

Abstract

Висвітлено значущість Організації Об’єднаних Націй (ООН) у реалізації та захисті прав жінок на глобальному рівні. Зокрема, йде мова про стратегії, які Організація Об’єднаних Націй розробляє та впроваджує для покращення становища жінок у різних куточках світу, через свої спеціалізовані інституції та інші важливі механізми для підтримки сталого розвитку.У статті детально розглядаються основні новації та програми ООН, міжнародно-правові акти щодо захисту прав жінок, зокрема, Конвенція про ліквідацію всіх форм дискримінації щодо жінок 1979 р. (CEDAW) та здійснюється огляд досягнень і викликів у реалізації цих ініціатив. Аналізується, як ООН здійснює правову підтримку, технічну допомогу та стратегічні рекомендації для держав-членів, а також роль моніторингу і звітності в забезпеченні відповідності міжнародним стандартам. Значну увагу приділено прикладам успішних проєктів, що призвели до змін у законодавстві різних країн та соціальних практиках. Крім того, обговорюються основні труднощі та бар’єри, з якими стикається ООН у своїй діяльності, та пропонуються рекомендації для підвищення ефективності її зусиль щодо захисту прав жінок у майбутньому. Зокрема, окреслено роль структури ООН Жінки в питаннях, які стосуються захисту прав жінок та дівчат. ООН Жінки - це агенція Організації Об’єднаних Націй, що займається питаннями ґендерної рівності та розширенням прав і можливостей жінок. Структура ООН Жінки була створена для захисту прав жінок і дівчат та прискорення реагування на їхні потреби в усьому світі. ООН Жінки працює над тим, щоб жінки та чоловіки були рівними партнерами та бенефіціарами гуманітарної діяльності. ООН Жінки зосереджує свою діяльність у сфері запобігання кризам, забезпечення готовності та реагування на них з метою зменшення вразливості, подолання ризиків, сприяння стійкості та лідерству жінок через нормативну підтримку, надання допомоги державам-членам та Організації Об’єднаних Націй у розробці та впровадженні відповідної політики, координації між системою Організації Об’єднаних Націй та гуманітарним співтовариством, а також через розробку програм на місцях.

The article highlights the importance of the United Nations (UN) in the realization and protection of women’s rights at the global level. In particular, the article focuses on the strategies that the United Nations develops and implements to improve the situation of women in different parts of the world, through its specialized institutions and other important mechanisms to support sustainable development.The article provides a detailed overview of the main innovations and programs of the UN, international legal acts on the protection of women’s rights, in particular, the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) of 1979, and reviews the achievements and challenges in the implementation of these initiatives. It analyzes how the UN provides legal support, technical assistance and strategic advice to member states, as well as the role of monitoring and reporting in ensuring compliance with international standards.Considerable attention is paid to examples of successful projects that have led to changes in the legislation of different countries and social practices. In addition, the main difficulties and barriers faced by the UN in its activities are discussed, and recommendations are offered to improve the effectiveness of its efforts to protect women’s rights in the future.In particular, the role of UN Women in issues related to the protection of the rights of women and girls is outlined.
