Особливості взаємодії публічної влади та громади в умовах воєнного стану (кейс Маріупольської територіальної громади)

Abstract

У статті констатовано унікальність кейсу Маріупольської територіальної громади з точки зору функціонування рівнів взаємодії органів місцевого самоврядування та громади в умовах дій особливого правового режиму. Автор окреслив основні аспекти взаємодії за трьома напрямками – управлінські процеси, адміністративні послуги та гуманітарна взаємодія. Особлива увага приділена саме гуманітарному аспекту взаємодії, оскільки у масштабах України саме він забезпечує унікальність Маріупольської територіальної громади. Вперше у вітчизняній політичній науці детально висвітлено проблему електоральної активності громади під час розгортання гібридної агресії Російської Федерації, підкреслено чинник великого бізнесу, як такого, що сформував електоральне поле конкретної територіальної громади. Виокремлено основні причини домінування опозиційних політичних сил у регіоні та їх конфігурацію у розрізі структур міської влади. Органи місцевого самоврядування у дослідженні розглянуто крізь призму дихотомії взаємодії громади та державної влади, у якій органам публічного управління відводиться роль посередника. Деталізуючи цей концепт, автор наводить основні характеристики сфери адміністративних послуг у Маріуполі та намагається простежити їх трансформацію з часом, починаючи від відкриття перших центрів надання адміністративних послуг і завершуючи діяльністю місцевої влади в умовах релокації (2022-2024 рр.). Враховуючи неможливість виконання функцій місцевого самоврядування на окупованих територіях та розпорошення громади, у статті наголошено на важливості гуманітарної взаємодії як додаткового об’єднуючого чинника, що забезпечує стійкість та сталий розвиток громади в умовах воєнного стану. Деталізовано роль Маріупольського державного університету як одного з основних гуманітарних хабів громади, що є частиною місії навчального закладу як прогромадського університету.

The article states that the case of Mariupol territorial community is unique in terms of functioning of the levels of interaction between local self-government bodies and the community in the context of a special legal regime. The author outlines the main aspects of interaction in three areas: management processes, administrative services and humanitarian cooperation. Particular attention is paid to the humanitarian aspect of interaction, since it is this aspect that ensures the uniqueness of the Mariupol territorial community on the scale of Ukraine. For the first time in the national political science, the problem of electoral activity of the community during the deployment of the hybrid aggression of the Russian Federation is covered in detail, the factor of big business as such, which formed the electoral field of a particular territorial community, is emphasised. The main reasons for the dominance of opposition political forces in the region and their configuration in the context of municipal government structures are highlighted. Local self-government bodies are examined in the study through the prism of the dichotomy of interaction between the community and the state authorities, in which public administration bodies are assigned the role of an intermediary. In detailing this concept, the author provides the main characteristics of the administrative services sector in Mariupol and tries to trace their transformation over time, starting with the opening of the first administrative service centres and ending with the activities of local authorities in the context of relocation (2022-2024). Given the impossibility of performing local government functions in the occupied territories and the dispersion of the community, the article emphasises the importance of humanitarian cooperation as an additional unifying factor that ensures the resilience and sustainable development of the community under martial law. The role of Mariupol State University as one of the main humanitarian hubs of the community, which is part of the mission of the educational institution as a civic university, is detailed.
