Сучасні виклики та загрози етнополітичній безпеці України: теоретичні та практичні аспекти

Abstract

Розглядається поняття етнополітичної безпеки. Висвітлюються чинники, що формують виклики та загрози етнополітичній безпеці. Серед останніх зазначаються внутрішні та зовнішні чинники; ті, що викликані неоднозначністю теоретичного осмислення понять, що акомульовані у етнополітичній сфері та ті, що мають практичне підґрунтя. Зазначені чинники є тісно пов’язаними між собою: внутрішні прояви сепаратизму чи політизації етнічності можуть бути викликаними політичними впливами на ці процеси інших держава. А термінологічна неузгодженість в етнополітичній сфері може мати як наслідок внутрішньетнічні та міжетнічні конфлікти. Зазначається, що вагомим чинником виникнення загроз у етнополітичній сфері є політизація регіональних процесів. Стверджується, що самі по собі регіональні відмінності, особливості ідентичності не створюють поле для дезінтеграції та загроз. Але саме політизація регіонального чинника, особливо на «порубіжних» територіях та регіонах, формує загрози та виклики етнополітичній безпеці. Причиною виникнення конфліктів у цих регіонах є мозаїчність та багатоманітність ідентичностей населення. Серед яких – національна, регіональна, етнічна, релігійна, вікова ідентичності тощо, які взаємно накладаються одна на одну та, почасти, вступаючи «у конфлікт». Але засадничим вектором розмежування та дезінтеграції соціуму в регіонах пограниччя є дія культурних та політичних впливів сусідніх держав. Звертається увага на проблему, коли у теоретичній площині вченими застосовуються терміни, які можуть знижувати, умовно кажучі, «цінність» політичної свідомості громадян певних територій з причини особливостей їх ідентичності. Останнє також може провокувати елементи конфліктогенності в українському суспільстві. Артикулюється нагальна проблема реінтеграції громадян окупованих територій. Зокрема, захист їх прав, етнокультурна та етнополітична консолідація. Зазначається, що відтермінування процесу реінтеграції може призвести до непоправних етнополітичних наслідків.

The concept of ethnopolitical security is considered. The factors forming challenges and threats to ethno-political security are highlighted. Among the latter are internal and external factors; those caused by the ambiguity of the theoretical understanding of the concepts accumulated in the ethno-political sphere and those that have a practical basis. These factors are closely related: internal manifestations of separatism or politicization of ethnicity can be caused by political influences on these processes of other states. Terminological inconsistency in the ethno-political sphere can result in intraethnic and inter-ethnic conflicts. It is noted that a significant factor in the emergence of threats in the ethno-political sphere is the politicization of regional processes. It is argued that by themselves regional differences, peculiarities of identity do not create a field for disintegration and threats. But it is the politicization of the regional factor, especially in the "border" territories and regions, that creates threats and challenges to ethno-political security. The cause of conflicts in these regions is the mosaic and multifaceted nature of the population's identities. Among them are national, regional, ethnic, religious, age identities, etc., which mutually overlap each other and, in some cases, enter into "conflict". But the basic vector of demarcation and disintegration of society in the border regions is the action of cultural and political influences of neighboring states. Attention is drawn to the problem when, in the theoretical plane, scientists use terms that can reduce, conventionally speaking, the "value" of the political consciousness of citizens of certain territories due to the peculiarities of their identity. The latter can also provoke elements of conflict in Ukrainian society. The urgent problem of reintegration of citizens of the occupied territories is articulated. In particular, the protection of their rights, ethno-cultural and ethno-political consolidation. It is noted that postponing the reintegration process may lead to irreparable ethnopolitical consequences.
