Роль політичної партії у впровадженні цілей сталого розвитку: аналіз національного та локального рівнів

Abstract

Стаття присвячена дослідженню ролі політичної партії у впровадженні Цілей сталого розвитку (ЦСР) на національному та локальному рівнях. У контексті глобальних викликів, таких як зміна клімату, соціальна нерівність, економічна нестабільність і виснаження природних ресурсів, сталий розвиток стає пріоритетом у політичних програмах багатьох партій. Метою цієї роботи є аналіз того, як політична партія, на прикладі політичної партії «Слуга Народу», інтегрує ЦСР у свої стратегії та програми на різних рівнях влади, а також оцінка ефективності цих ініціатив. Стаття охоплює два основних аспекти: національний та локальний рівні. На національному рівні особливу увагу приділено впливу політичних партій на прийняття державних політик, які сприяють реалізації ЦСР. Аналіз показує, як ідеологія політичної партії визначає її підхід до сталого розвитку – від соціальних ініціатив до економічних і екологічних аспектів. У той час як ліві партії часто акцентують увагу на боротьбі з бідністю та соціальними нерівностями, праві партії більше орієнтовані на економічний ріст і стабільність, включаючи питання екологічної безпеки. На локальному рівні роль політичних партій стає ще більш важливою, оскільки багато стратегій сталого розвитку реалізуються безпосередньо на місцях, де необхідно враховувати специфіку конкретних регіонів. Стаття досліджує, як політична партія на місцевому рівні може бути агентом змін, сприяючи реалізації проектів, що відповідають потребам конкретних громад. Висновки роботи підкреслюють важливість інтеграції політичних ініціатив на різних рівнях влади для ефективної реалізації ЦСР, а також вказують на необхідність більш тісної координації між політичними партіями, урядами, громадським сектором та міжнародними організаціями.

The article is devoted to the study of the role of a political party in the implementation of the Sustainable Development Goals (SDGs) at the national and local levels. In the context of global challenges, such as climate change, social inequality, economic instability, and depletion of natural resources, sustainable development is becoming a priority in the political programs of many parties. The purpose of this paper is to analyze how a political party, using the example of the Servant of the People political party, integrates the SDGs into its strategies and programs at different levels of government, and to assess the effectiveness of these initiatives. The article covers two main aspects: national and local levels. At the national level, special attention is paid to the influence of political parties on the adoption of public policies that contribute to the implementation of the SDGs. The analysis shows how a political party’s ideology determines its approach to sustainable development – from social initiatives to economic and environmental aspects. While left-wing parties often emphasize the fight against poverty and social inequalities, rightwing parties are more focused on economic growth and stability, including environmental issues. At the local level, the role of political parties becomes even more important, as many sustainable development strategies are implemented directly on the ground, where the specifics of particular regions need to be taken into account. The article explores how a political party at the local level can be an agent of change by facilitating the implementation of projects that meet the needs of specific communities. The conclusions of the paper emphasize the importance of integrating political initiatives at different levels of government for the effective implementation of the SDGs, and also point to the need for closer coordination between political parties, governments, the public sector, and international organizations.
