Сучасні виклики українсько-польського транскордонного співробітництва: безпековий вимір та перспективи сталого розвитку

Abstract

У статті проаналізовано розвиток українсько-польського транскордонного співробітництва в контексті європейської інтеграції та повномасштабної російської агресії. Особлива увага приділяється впливу мінливої геополітичної ситуації в Європі на програму українського-польського транскордонного співробітництва Interreg Next. Автори аналізують, як ця програма адаптувалася до нових реалій, зокрема, до надання гуманітарної допомоги та підтримки біженців. Досліджується роль транскордонного співробітництва у зміцненні безпеки в регіоні та його потенціал для подальшого розвитку. Оцінюються виклики, з якими зіткнулися програми ТКС, та шляхи їх подолання. У статті також розглядаються перспективи подальшого розвитку співробітництва та його роль у подоланні наслідків війни та зміцненні євроінтеграційних процесів в Україні.

Cross-border cooperation between Ukraine and Poland has gained particular relevance in the context of global challenges and regional transformations. The year 2024 marked the 20th anniversary of the launch of the first Polish-Ukrainian cross-border cooperation programme under the European Neighbourhood Policy. The Interreg NEXT programme for 2021–2027, funded by the European Union, has become an important tool for the development of border regions and strengthening bilateral relations. However, Russia's full-scale invasion of Ukraine in 2022 has made adjustments to all spheres of life, including cross-border cooperation. The war has led to a humanitarian crisis, the destruction of infrastructure and economic losses. In response to this, the European Commission has taken a number of measures to adapt the CBC programme to current challenges. Under such circumstances, the Interreg NEXT programme has become even more important, as it has allowed mobilising resources to provide assistance and strengthen the resilience of the border areas. The program has been used as an instrument in providing humanitarian aid, supporting refugees, and enhancing the resilience of border regions. The programme also focused on enhancing the region's logistical resilience, especially in light of the intensification of hostilities. The article also examines the role of cross-border cooperation in strengthening security in the region and its potential for further development. Joint measures in border security cooperation between Ukraine and Poland are aimed at preventing illegal migration, smuggling and other types of cross-border crime. However, the study also identifies the need for continued evaluation and adaptation of the program to address emerging challenges and opportunities. The paper concludes by emphasizing the importance of cross-border cooperation in promoting regional stability and supporting Ukraine's integration into the European Union. It highlights the need for long-term support, addressing the consequences of the war, and deepening cooperation in areas such as security and infrastructure development.
