Роль української молоді у міграційних процесах ЄС в контексті інтелектуалізації людського капіталу

Abstract

У статті досліджено особливості міграції з України до країн ЄС у два часові проміжки – з 2014 до початку війни, та від початку повномасштабної війни до теперішнього часу. Проаналізовано статеву та вікову структуру міграційних потоків з України до ЄС, та фактори, що сприяли активізації виїзду молоді з України у визначені періоди. Особливу увагу приділено студентській міграції, що часто передує трудовій, та призводить до інтелектуальних втрат у країні-донорі міграції. Обґрунтовано вплив українських молодих мігрантів на людський капітал ЄС як такий, що є здебільшого позитивним у порівнянні із впливом міграції з інших третіх країн. Визначено, що перебіг міграційних процесів з України у напрямку ЄС в умовах війни є специфічним як з огляду на обставини виїзду, так із врахуванням безпрецедентних умов прийому українських біженців у об’єднанні.

The article is devoted to the study of the departure of young citizens from Ukraine to EU for various reasons since the intensification of European integration cooperation in 2014 until today through the prism of the impact of migration on the intellectualization of EU human capital and, accordingly, national losses. The article examines the peculiarities of migration from Ukraine to EU countries in two time periods – from 2014 to the beginning of the war, and from the beginning of the full-scale war to the present, and compares the reasons for leaving and the conditions of stay of our fellow citizens. The gender and age structure of migration flows from Ukraine to the EU were analyzed, as well as the factors that contributed to the activation of the departure of young people from Ukraine in certain periods, an assessment of the dynamics of issuing permits for the stay of Ukrainians in EU countries was carried out. Special attention is paid to student migration, which often precedes labor migration and leads to intellectual losses in the migration donor country. A comparison of the migration attitudes of the student youth of Ukraine before and after the full-scale invasion was made. Based on the results of sociological observations carried out by other scientists and their own, it was found that the participation of Ukrainian youth in student mobility and obtaining an education in EU countries strengthens migration sentiments, and EU countries are chosen by young Ukrainians for study in particular due to the potential opportunities for employment and further residence. The impact of young Ukrainian migrants (after 2022 – mainly refugees) on the human capital of the EU as such, which is mostly positive in comparison with the impact of migration from other third countries in view of the high level of education and qualifications of our citizens, their willingness to study and integration into the social space of EU host countries. It was determined that the course of migration processes from Ukraine to the EU in wartime conditions is specific both in view of the circumstances of departure and taking into account the unprecedented conditions of reception of Ukrainian refugees in the union. It is substantiated that the continuation of the war increases the risk of not returning young specialists, Ukrainian student youth from the EU to their homeland, which will lead to an overflow of intellectual capital from Ukraine to the EU countries.
