Інституційна природа корупційних відносин

Abstract

Питання протидії корупції залишаються одними з ключових для забезпечення ефективного функціонування національної економіки і всіх її складових. Також формування системи антикорупційних заходів є однією з основних вимог, які висуваються Україні в якості умов відповідності стандартам ЄС та НАТО. Разом із цим вирішення зазначеної проблеми потребує аналізу сутності корупційного явища як елементу економічних відносин у системі ринкової економіки. У статті проаналізовано теоретичні засади виникнення та розвитку корупційних відносин з позицій інституційного підходу. Обґрунтовано об’єктивний характер корупційних явищ як результату практики зловживання посадовим становищем державних діячів у процесі історичного розвитку європейської цивілізації. Висвітлено особливості корупційних дій під час еволюційного формування інституційного середовища в Європі. Проаналізовано приклади успішної антикорупційної діяльності та основні елементи відповідних програмних заходів.

Anti-corruption issues remain key to ensuring the effi cient functioning of the national economy and all its components. Also, the formation of a system of anti-corruption measures is one of the main requirements for Ukraine as a condition for compliance with EU and NATO standards. At the same time, the solution of this problem requires an analysis of the essence of the corruption phenomenon as an element of economic relations in the system of market economy. The article analyzes the theoretical foundations of the emergence and development of corrupt relations from the standpoint of the institutional approach. The objective nature of corruption phenomena as a result of the practice of abuse of offi ce of statesmen in the process of historical development of European civilization is substantiated. The peculiarities of corrupt actions during the evolutionary formation of the institutional environment in Europe are highlighted. Examples of successful anti-corruption activities and the main elements of relevant program measures are analyzed.
