Питання зовнішньої політики України в контексті євроатлантичної інтеграції

Abstract

Статтю присвячено аналізу постколоніального пошуку власної ідентичності України. Століття перебування в статусі колонії супроводжувалися репресивними заходами з метою придушення національної ідентичності. Саме це спричинило деструктивний вплив на здатність українського суспільства до побудови держави, що проявило себе в період незалежності. Особливу увагу приділено проблемам посткомуністичних політичних трансформацій, специфіці демократичного транзиту в Україні та його впливу на українську зовнішню політику. Охарактеризовано кілька періодів формування напрямів зовнішньої політики України. Розглянуто роль чинників процесів глобалізації у формуванні зовнішньої політики України. Висвітлено питання побудови європейської безпеки на основі «натоцентризму».

The article is devoted to the analysis of the postcolonial search for Ukraine ‘s own identity. Centuries of colonial status have been accompanied by repressive measures to suppress national identity. This is what had a destructive effect on the ability of Ukrainian society to build a state, which manifested itself in the period of independence. Particular attention is paid to the problems of post-communist political transformations, the specifics of democratic transit in Ukraine and its link to Ukrainian foreign policy. Several periods of formation of directions of foreign policy of Ukraine are characterized. The authors note that the negative experience of unjustified credibility of the Ukrainian authorities after the Orange Revolution is now taken into account by both Ukrainian civil society and Western partners, who work together to control the country’s internal reform process and work closely together. The dynamic change of the situation in the world encourages the search for new rational approaches to the formation of foreign policy. The main foreign policy goal for the future is to restore the territorial integrity of Ukraine and strengthen the country’s security. Today it is necessary to use new opportunities to increase international prestige, which will be possible only with radical socio-economic changes, a number of reforms. With the onset of the coronavirus epidemic, world politics has become increasingly complicated. However, Kyiv has a number of alternative ways to continuously advance its integration to the West, without even starting a formal procedure for joining NATO and the EU. NATO is currently promoting a number of Trust Funds in Ukraine, which were established mainly after 2014 in accordance with the decision of the Wales Summit. The funds are aimed at modernizing and addressing issues related to obsolete weapons, cyber defense, radioactive waste disposal and medical rehabilitation. The role of factors of globalization processes in the formation of Ukraine’s foreign policy is considered. The issue of building European security on the basis of «NATO-centrism » is covered.
