Державна екологічна політика в умовах децентралізації влади в Україні

Abstract

У статті досліджено основні актуальні аспекти національної екологічної політики у сучасних умовах децентралізації влади. Визначено проблемні питання її практичної реалізації на різних рівнях публічного управління. Наголошено на нових викликах щодо реалізації екологічної політики, пов’язаних з трансформаційними процесами в Україні. Зазначено про відсутність розвиненості мережі екологічних комунікацій (освіти, підвищення рівня екологічної свідомості, посилення ролі екологічної складової у міжсекторальному партнерстві). Представлено різні підходи до визначення «екологічна політика». Наведено ключові напрями державної екологічної політики. Наголошено, що у формуванні та реалізації екологічної політики основна роль відведена не лише державі. У цьому процесі беруть участь інші суб’єкти (політичні партії, наукові організації, органи місцевого самоврядування, неурядові громадські організації тощо), що перетворює екологічну політику на об’єкт публічного управління. Запропоновано екологічну політику розглядати як координуючу основу в системі публічного управління, що здатна формувати, накопичувати, розвивати та рухати всі види ресурсів (фактичних та потенційних), які стосуються раціонального природокористування, охорони навколишнього середовища, забезпечення екологічної безпеки у напрямі досягнення визначених цілей. Окреслено пріоритети державної екологічної політики. Встановлено, що цілі державної екологічної політики не лише взаємопов’язані між собою, а й доповнюють одна одну. Запропоновано визнати ціль, яка покликана формувати екологічну свідомість, цінності, екологічну освіту. Підкреслено, що у зв’язку з реалізацією політики децентралізації особливого значення набувають органи місцевого самоврядування, які мають право затверджувати місцеві екологічні програми. Наголошено, що на локальному рівні успіх екологічної політики залежить від результатів взаємодії і співпраці ОМС та громади й різних суспільних груп.

article examines the main current aspects of national environmental policy in the current context of decentralization. Problematic issues of its practical implementation at different levels of public management have been identified. The new challenges related to the implementation of environmental policy related to the transformation processes in Ukraine are emphasized. It is noted about the lack of development of the network of ecological communications (education, raising the level of ecological awareness, strengthening the role of the ecological component in the intersectoral partnership). Different views on the definition of “environmental policy” are presented. The key directions of the state ecological policy are given. It is emphasized that the main role in the formation and implementation of environmental policy is assigned not only to the state. Other entities (political parties, scientific organizations, local governments, non-governmental organizations, etc.) are involved in this process, which turns environmental policy into an object of public management. It is proposed to consider environmental policy as a coordinating framework in the public management system that can form, accumulate, develop and move all types of resources (actual and potential) related to environmental management, environmental protection, environmental safety to achieve certain goals. The priorities of the state ecological policy are outlined. It is established that the goals of the state environmental policy are not only interconnected, but also complementary. It is proposed to recognize the basic goal as the goal, which is called to form ecological consciousness, values, education. It is emphasized that in connection with the implementation of the decentralization policy, local self-government bodies, which have the right to approve local environmental programs, become especially important. It is emphasized that at the local level the success of environmental policy depends on the results of interaction and cooperation between local self-government and the community and various social groups.
