Реалізація проєкту «Північний потік–2»: геополітичний вимір

Abstract

Статтю присвячено аналізу геополітичних аспектів побудови та сертифікації газопроводу «Північний потік–2». Особливу увагу приділено характеристиці ринку торгівлі газом, який у сучасних умовах держави використовують як інструмент досягнення геополітичних цілей; визначенню головних особливостей сучасного ринку торгівлі природним газом; аналізу засад і передумов реалізації проєкту «Північний потік–2»; позиціям головних противників та бенефіціарів трубопроводу «Північний потік–2»; з’ясуванню того, як реалізація цього проєкту впливала на конфігурацію сил на міжнародній арені, в тому числі на позицію України, оскільки наразі проєкт знаходиться під загрозою закриття через санкції, введені внаслідок російського вторгнення в Україну в лютому 2022 року.

The article is devoted to the study of geopolitical aspects of construction and certification of the Nord Stream-2 gas pipeline. In a globalized world, in addition to traditional wars, governments must be prepared for the fact that conventional investments or commercial projects can be disguised as foreign policy instruments with hidden intentions that may even provoke a change in the international order. One example of such controversial operations was the construction of the third and fourth lines of Russia’s Nord Stream-2 gas pipeline in Europe, which was completed in September 2021 and provoked a new phase of aggravation of relations between countries, including the geopolitical scale. Particular attention is paid to the characteristics of the gas trade market, which in modern conditions is used by countries as a tool to achieve their geopolitical goals; identification of the main features of the modern market of natural gas trade; analysis of the principles and prerequisites for the implementation of the Nord Stream-2 project; positions of the main opponents and beneficiaries of the Nord Stream-2 pipeline; finding out how the implementation of the Nord Stream-2 project affects the configuration of forces in the international arena. The positions of both supporters and opponents of the Nord Stream-2 project were analyzed. Contradictors see the project as Gazprom’s geopolitical instrument of the Kremlin’s influence in the region. This side includes Central and Eastern European countries with transit countries that fear losing of profits and security guarantees from gas transportation (Ukraine and Poland) and the United States. The supporters of the pipeline, the countries of North-Western Europe (Germany, France and Austria), interpret the Russian gas project through the prism of the economy and would like to get rid of unnecessary costs for transit through distant countries and thus gain access to cheaper energy, stimulating growth of GDP. Considerable attention was paid to Ukraine’s position in this project; because after its certification, the domestic gas transportation system will not be needed by the Russian Federation to transport gas to Europe. Therefore, Ukraine will have to solve the difficult issue of its efficient use.
