Політичний тероризм і безпека в системі міжнародних відносин

Abstract

У статті розглянуто еволюцію теоретичних підходів до безпеки. Автор наголошує, що тероризм не може бути переможений як ізольована проблема винятково силовими методами. Його слід розглядати як частину комплексу соціально-економічних, політичних і духовних глобальних проблем, які для свого вирішення потребують докладання зусиль всього людства. Досліджено проблематику тероризму після завершення «холодної війни». Охарактеризовано причини глобалізації політичного тероризму в контексті сучасних підходів до безпеки. Сформовано перспективи вирішення проблеми тероризму на глобальному рівні; запропоновано трирівневу модель системи боротьби, яка охоплює міжнародний, регіональний і державний рівні.

The article considers the evolution of theoretical approaches to security. The author emphasizes that terrorism cannot be defeated as an isolated problem by force alone. It should be considered as part of a set of socio-economic, political and spiritual global problems that require the efforts of all mankind to solve. After the collapse of the bipolar world, the process of transforming the global security system began. If before the world security system was subject to the rivalry of two superpowers and was maintained by their strategic balance with all the consequences for humanity, now the problems of development and security of peripheral states come to the forefront of world politics. With the end of the Cold War, the issue of security has expanded significantly and includes such aspects as economics, religion, ethnicity, and others. The outside world invades developing countries in the form of the impact of globalization on the economy and culture of these countries, and their inhabitants enter the outside world as its opponents, including as terrorists. In the process of globalization, political terrorism has acquired new features: unprecedented scale and brutality, flexibility inherent in network structures and relative independence from external disseminators. These properties make it difficult to overcome this threat using only forceful methods. This transformation should be taken into account when developing a counter-terrorism strategy. The article formulates prospects for solving the problem of terrorism at the global level: a three-level model of the system of struggle that affects the international, regional and national levels is proposed.
