Роль політики Віктора Орбана в захисті мовних прав угорської етнічної громади

Abstract

У статті розглянуто основні проблемні питання двосторонніх відносин України та Угорщини, пов’язані з забезпеченням мовних прав етнічних угорців. Запропоновано шляхи їх розв’язання і мінімізації негативних наслідків. Актуальність дослідження українсько-угорських відносин важко переоцінити, адже Угорщина - країна, яка має безпосередній кордон з нашою державою. Угорська сторона наполягає на пом’якшенні мовного питання в Україні, а українська має на меті захист державної української мови й популяризацію її серед представників нацменшин з метою її подальшого розвитку. Мета статті - розкрити роль політики В.Орбана в захисті мовних прав етнічних угорців.

The article examines the main issues of bilateral relations between Ukraine and Hungary related to ensuring the language rights of ethnic Hungarians. Ways to solve them and minimize the negative consequences of language misunderstandings are also proposed. The relevance of the study of Ukrainian-Hungarian relations is difficult to overestimate, because Hungary is one of the countries that borders Ukraine and has a direct border. The Hungarian side insisted on softening Ukrainian legislation related to the normalization of language issues in Ukraine, while the Ukrainian side aimed to protect the state Ukrainian language and popularize it among national minorities for the possibility of their further development in Ukraine. It is important to note that the article also examines the main reasons that made it possible to deploy the policy of protecting the language rights of ethnic Hungarians on the territory of Ukraine. The article also reveals the main conclusions and recommendations of the Venice Commission, as an impartial body in the matter of regulating the protection of language rights. It is also determined what steps have been taken to minimize the tension surrounding the issue of protecting the linguistic rights of ethnic Hungarians. Special attention is also paid to the reactions and opinions of Hungarian statesmen and the establishment on the adoption in Ukraine of the Law «On Ensuring the Functioning of the Ukrainian Language as a State Language». Common and different views of the Ukrainian and Hungarian sides on the protection of the language rights of ethnic Hungarians in Ukraine are also highlighted. The task of the article is to reveal the role of V. Orban’s policy in the formation of the policy of protecting the linguistic rights of ethnic Hungarians.
