Перспективні напрями співпраці України та країн Балтії

Abstract

У статті досліджено ключові напрями співпраці між Україною та країнами Балтії, серед яких виокремлено: продовження забезпечення підтримки інтеграційного руху України до членства в НАТО та ЄС; партнерство у забезпеченні логістичних шляхів транспортування українського продовольства; партнерство України та країн Балтії в процесі відновлення інфраструктури, рекультивації земель та розмінування українських територій; спільна участь у сталому розвитку територій ЄС як перспективи для майбутніх поколінь; двостороннє співробітництво у сфері освіти, науки та технологій. Доведено, що партнерство України із країнами Балтії в короткостроковій та довгостроковій перспективах залежить від встановлених програмних засад взаємодії та трансформацій, які можуть відбуватися на міжнародній арені, на регіональному рівні. Визначено, що посилення процесів реформування за основними сферами, які характерні для останніх років державотворення в Україні, виступатиме чинником зближення та посилення присутності держави в Балтійському регіоні.

The methodological basis of the research is presented: the method of systematization, based on which the main directions of prospective interaction are classified; by the method of induction, which made it possible to determine directions of prospective partnership between countries using separate data. Results. The article examines and categorizes the key directions of cooperation between Ukraine and the Baltic countries, among which the following are highlighted: the continuation of support for the integration movement of Ukraine towards membership in NATO and the EU (promotion and lobbying on the agenda of the need for Ukraine to join NATO and the EU, including with using a simplified procedure; partnership in the field of increasing the level of security and defense of Ukraine to a level acceptable in NATO and EU member states; cooperation in the field of reforms in the main areas, aimed at bringing the level of development of Ukraine to the standards of EU and NATO member states and ensuring growth the role of the Baltic states as international actors that contribute to the strengthening and expansion of these supranational states); partnership in the direction of ensuring logistical ways of transporting Ukrainian food; partnership between Ukraine and the Baltic countries in the process of infrastructure restoration, land reclamation and demining of Ukrainian territories; joint participation in the sustainable development of the EU territories, as prospects for future generations of the studied international players; bilateral cooperation in the field of education, science and technology (bilateral programs in the field of science and technology, partnership at the level of individual institutions in the field of transfer of experience to increase the level of efficiency of the functioning of educational institutions in the regions). It has been proven that Ukraine’s partnership with the Baltic countries in the shortterm and long-term perspectives depends on the established program principles of interaction and transformations that can take place in the international arena, at the regional level. It was determined that the strengthening of reform processes in the main areas, which are characteristic of the last years of state formation in Ukraine, will act as a factor in the convergence and strengthening of the presence of the state in the Baltic region.
