Організація залучення, використання та моніторингу міжнародної технічної допомоги у сфері оборони

Abstract

У статті запропоновано запровадження поняття «міжнародна технічна допомога у сфері оборони», під якою мається на увазі військове майно, роботи та послуги, що відповідно до міжнародних договорів України надаються партнерами з розвитку на безоплатній та безповоротній основі з метою підтримки обороноздатності України; при цьому формами міжнародної технічної допомоги у сфері оборони виступають: матеріально-технічні засоби оборонного характеру, фінансові ресурси (у тому числі гранти), нематеріальні ресурси, роботи та послуги, що призначені для потреб оборонної функції країни.

The article proposes the introduction of the concept of «international technical assistance in the field of defense» under which it is proposed to understand military property, works and services that, in accordance with international treaties of Ukraine, are provided by development partners on a free and irrevocable basis in order to support Ukraine’s defense capability; at the same time, the following forms of international technical assistance in the field of defense are: material and technical means of a defense nature, financial resources (including grants), intangible resources, works and services intended for the needs of the country’s defense function. Such an interpretation of international technical assistance in the field of defense eliminates the contradictions that are identified when working out the concept of «international technical assistance» in general in the context of the Civil and Economic Codes of Ukraine, and also allows to give a subspecies of the latter – international technical assistance in the field of defense – a functionally correct content load in the context defense function of the state. The procedure for attracting, using and monitoring international technical assistance in the field of defense was formed in the work and should include the following set of stages: attracting international technical assistance in the field of defense, state registration and accreditation within the scope of receiving international technical assistance in the field of defense; receiving and using international technical assistance in the field of defense; monitoring of international technical assistance in the field of defense, within which participants, information carriers and procedures were identified; emphasis was placed on strengthening the control function in the management of international technical assistance in the field of defense through the proposed organizational mechanism of audits of the use of the latter. The proposed procedure is distinguished by clarity and functionality, as well as strengthening the control component in the use of international technical assistance in the field of defense, which will ensure an increase in trust in Ukraine on the part of development partners, and this, in turn, will contribute to the acceleration of the provision of multi-disciplinary international technical assistance in the field of defense for ensuring Ukraine’s victory in the war.
