Історичні аспекти боротьби з корупцією в Україні

Abstract

У статті відображено історичні етапи розвитку корупційних явищ в Україні. Здійснено стислий огляд динаміки реформування системи державного управління та правоохоронних органів із метою подолання цього явища. Визначено ключові проблеми антикорупційної політики держави з моменту здобуття Україною незалежності та запропоновано шляхи вдосконалення інституційної структури та функціонального механізму боротьби з корупцією. Акцентовано увагу на доцільності використання попереднього історичного досвіду під час побудови правоохоронної системи України. Надано коротку характеристику останніх законодавчих змін у правовому регулюванні запобігання та протидії корупції з урахуванням передових міжнародних стандартів.

The article reflects the historical stages of corruption development in Ukraine. There made a brief overview of the dynamics of reform of public administration and law enforcement agencies in order to overcome this phenomenon. There were identifiedthe key issues of anti-corruption policy of the state since Ukraine gained independence, and suggestedsome ways to improve the institutional structure and functional mechanisms to combat corruption. The author brought to the attention the feasibility of using the previous historical experience in the construction of the law enforcement system of Ukraine. A brief description of the latest legislative changes in the legal regulation of preventing and combating corruption were made, taking into account best international standards.
