Сутність та фактори асиметрії міжнародних відносин

Abstract

У статті розкрито сутність та фактори асиметрії міжнародних відносин як сталої структурної особливості міждержавних відносин. Асиметрія, яка дає змогу одержувати властиві лише їй смислові відтінки, характеризується як відхилення чи відмінність властивостей та параметрів конкретного об’єкта від якогось стандарту, норми. Зазначено, що теорія асиметрії вважається науковим орієнтиром, яка доводить, що асиметричні відносини держав пов’язані не тільки з відносинами слабкий – сильний, заснованих на різниці потенціалів, а й з відмінностями у сприйнятті міжнародних проблем, з можливістю виникнення невірного сприйняття через саму їхню структуру. Стратегічно важливим завданням для учасників асиметричної взаємодії є управління асиметричними відносинами. З’ясовано, що провідну роль у сприянні управлінню асиметричними відносинами відіграє дипломатія. Зазначено, що асиметрія в міжнародних відносинах залежить від базових (територіально-географічний і демографічний фактори) і динамічних факторів (політичний, військовий, економічний, технологічний, соціально-культурний фактори), які об’єктивно обумовлюють асиметрію самих відносин. Фундаментальні структури асиметрії міжнародних відносин формуються також під впливом суб’єктивних факторів. Усі ці фактори відіграють виняткову роль у встановленні відносин нерівності. Взагалі взаємодія цих факторів призводить до сукупної могутності держави. Визначальний вплив на логіку структурних взаємодій між акторами має силовий фактор. Сила як постійно діючий фактор асиметрії міжнародних відносин дає змогу реалізовувати широкі та розгалужені інтереси у міжнародному середовищі. Однією зі змінних, від якої залежить рівень асиметрії у відносинах між державами, є тип політичної системи країни. Поділ політичних систем на демократичні та авторитарні є індикатором виявлення рівня асиметрії між державами з різними політичними режимами.

The article reveals the essence and factors of asymmetry of international relations as a permanent structural feature of interstate relations. Asymmetry, which makes it possible to obtain semantic nuances inherent only to it, is characterized as a deviation or difference of the properties and parameters of a specific object from some standard, norm. It is noted that the theory of asymmetry is considered a scientific reference point, which proves that asymmetric relations between states are connected not only with weak-strong relations, based on the difference in potentials, but also with differences in the perception of international problems, with the possibility of incorrect perception due to their very structure. A strategically important task for the participants of asymmetric interaction is the management of asymmetric relations. It was found that diplomacy plays a leading role in facilitating the management of asymmetric relations. It is noted that asymmetry in international relations depends on basic (territorial-geographical and demographic factors) and dynamic factors (political, military, economic, technological, socio-cultural factors), which objectively determine the asymmetry of the relations themselves. The fundamental structures of the asymmetry of international relations are also formed under the influence of subjective factors. All these factors play an exclusive role in establishing relations of inequality. In general, the interaction of these factors results in the aggregate power of the state. The factor of power has a decisive influence on the logic of structural interactions between actors. Power as a constant factor in the asymmetry of international relations makes it possible to implement broad and extensive interests in the international environment. One of the variables on which the level of asymmetry in relations between states depends is the type of political system of the country. The division of political systems into democratic and authoritarian is an indicator of the level of asymmetry between states with different political regimes.
