Зовнішня безпекова політика Республіки Ірландія в умовах трансформації міжнародного порядку

Abstract

У статті представлено всебічний і комплексний аналіз зовнішньої політики безпеки Республіки Ірландія в контексті трансформації сучасного міжнародного порядку та системи міжнародних відносин. Аналіз наявних досліджень і публікацій показує, що існує брак наукових праць, присвячених зовнішній політиці Республіки Ірландія. Констатується, що більшість ключових документів є доступними, але комплексних досліджень щодо загального розвитку політики безпеки в умовах глобальних політичних трансформацій недостатньо. В українській політичній науці ця тема недостатньо вивчена, на відміну від досліджень учених з Республіки Ірландія, Великої Британії та США. Обґрунтовано, що політика безпеки й оборони Республіки Ірландія ґрунтується на засадах воєнного нейтралітету та виключає участь у військових альянсах і угодах. Зовнішня політика ірландської держави спрямована на дотримання безпекових принципів і розв’язання кризових ситуацій. Основною метою оборони Республіки Ірландія є забезпечення військового захисту і зміцнення миру. Республіка Ірландія співпрацює з міжнародними організаціями, такими як ООН, ЄС, ОБСЄ і НАТО, для підтримання миру і стабільності. Вона бере активну участь у розробці політики безпеки ЄС і робить внесок у політичні дискусії на рівні Брюсселя. Ірландські збройні сили беруть участь у миротворчих операціях, зокрема в рамках підтримки ООН. Аргументовано, що в умовах глобалізації безпека держави залежить від зовнішніх чинників. Відкрита економіка Республіки Ірландія робить країну вразливою перед загрозами, такими як кібератаки та шпигунство. Національна безпека є ключовим чинником для економічної стабільності та вимагає постійних інвестицій в оборону. В умовах глобальних політичних трансформацій ситуація у сфері безпеки Республіки Ірландія вимагає ретельного планування та розробки заходів з протидії новим загрозам. У цьому контексті у 2024 р. Міністерство оборони Республіки Ірландія підготувало «Огляд оборонної політики», в якому були запропоновані рекомендації щодо посилення заходів безпеки та зміцнення співпраці з міжнародними партнерами. Було наголошено на необхідності створення сучасних та ефективних збройних сил для протидії загрозам, а також на важливості культурних змін. Також було проведено аналіз готовності країни до можливих викликів і змін у сфері безпеки. Визначено стратегію оборони до 2028 р. і задано напрямки розвитку на перспективу. Доведено, що Республіка Ірландія дотримуватиметься політики нейтралітету у військових питаннях, але при цьому братиме активну участь у міжнародній діяльності. Вона залишиться країною, що не приєдналася, але відіграватиме активну роль у багатосторонніх структурах, особливо як член ЄС і ООН. Республіка Ірландія продовжить розвивати і зміцнювати військове співробітництво з партнерами як у рамках багатосторонніх організацій, так і на двосторонній основі, приділяючи особливу увагу взаємодії. Країна прагне посилити національну та міжнародну безпеку через співробітництво з ключовими партнерами. Міністерство оборони і збройні сили Республіки Ірландія розвиватимуть нові форми співробітництва в таких галузях, як стійкість, цивільна готовність, безпека людини, захист від зміни клімату, кібер- і гібридні загрози, а також безпека на морі. Особливу увагу приділятимуть захисту критично важливих об’єктів підводної інфраструктури.

The article presents a comprehensive and complex analysis of the foreign security policy of the Republic of Ireland in the context of the transformation of the contemporary international order and system of international relations. The analysis of existing studies and publications shows that there is a lack of scientific works devoted to the foreign policy of the Republic of Ireland. It is stated that most of the key documents are available, but there are not enough comprehensive studies on the overall development of security policy in the context of global political transformations. In Ukrainian political science this topic is insufficiently studied, unlike the studies of scholars from Ireland, Great Britain and the USA. It is substantiated that the security and defence policy of the Republic of Ireland is based on the principles of military neutrality and excludes participation in military alliances and agreements. The foreign policy of the Irish state is aimed at observing the principles of security and resolving crisis situations. The primary purpose of the defence of the Republic of Ireland is to provide military protection and to promote peace. The Republic of Ireland cooperates with international organisations such as the UN, EU, OSCE and NATO to maintain peace and stability. It actively participates in the development of EU security policy and contributes to political discussions at Brussels level. The Irish Armed Forces participate in peacekeeping operations, including in support of the UN. It is argued that in a globalised world, the security of the state depends on external factors. The Republic of Ireland’s open economy makes the country vulnerable to threats such as cyber-attacks and espionage. National security is key to economic stability and requires continued investment in defence. In the face of global political transformation, the security situation of the Republic of Ireland requires careful planning and development of measures to counter new threats. In this context, the Department of Defence of the Republic of Ireland produced a Defence Policy Review in 2024, which offered recommendations to strengthen security measures and cooperation with international partners. The need for modern and effective armed forces to counter threats was highlighted, as well as the importance of cultural change. The country’s preparedness for possible security challenges and changes was also analysed. A defence strategy until 2028 was defined and development directions for the future were set. It has been demonstrated that the Republic of Ireland will maintain a policy of neutrality in military matters, but will actively participate in international activities. It will remain a non-aligned country but will play an active role in multilateral structures, particularly as a member of the EU and the UN. The Republic of Ireland will continue to develop and strengthen military cooperation with partners, both within multilateral organisations and bilaterally, with a particular focus on engagement. The country is committed to enhancing national and international security through engagement with key partners. The Department of Defence and the Republic of Ireland Armed Forces will develop new forms of cooperation in areas such as resilience, civil preparedness, human security, climate change protection, cyber and hybrid threats, and maritime security. Particular emphasis will be placed on the defence of critical undersea infrastructure.
