Інтегровані стратегії управління якістю освітніх послуг закладів вищої освіти

Abstract

У статті розглянуто теоретико-методичні засади розробки інтегрованих стратегій управління якістю освітніх послуг закладів вищої освіти, які забезпечують узгодженість між місією ЗВО, його стратегічними пріоритетами та релевантними індикаторами результативності. Показано необхідність синхронізації внутрішніх та зовнішніх вимірів якості, включно з імплементацією стандартів ESG, принципів TQM та вимог міжнародних стандартів ISO 9000:2015. Обґрунтовано концепцію стратегічного управління, яка поєднує нормативні орієнтири, інституційні практики, цифрові інструменти та механізми зворотного зв’язку. Наголошено на важливості партнерського управління, інклюзивності та адаптації зарубіжного досвіду до національного контексту. Стаття спрямована на поглиблення наукового дискурсу щодо формування стратегій, здатних забезпечити ефективне функціонування закладів вищої освіти в умовах воєнного стану України, а також динамічних змін та глобальних викликів.

This article investigates the theoretical and methodological foundations for developing integrated strategies for quality management of educational services in higher education institutions (HEIs). The proposed framework ensures coherent alignment between an institution’s mission, its strategic priorities, and relevant performance indicators, contributing to the institutionalization of quality as a systemic value. The study highlights the imperative to harmonize internal and external dimensions of quality assurance, including the implementation of ESG standards, the principles of Total Quality Management (TQM), and the requirements of the ISO 9000:2015 international standards, while also incorporating national regulatory frameworks. The paper substantiates a comprehensive strategic management concept that integrates normative guidelines, institutional practices, digital transformation tools, risk management approaches, and feedback mechanisms aimed at fostering continuous improvement, transparency, and institutional resilience. Emphasis is placed on the importance of multi-stakeholder governance, inclusivity, and the contextual adaptation of international best practices to the socio-economic and regulatory environment of Ukrainian higher education. Particular attention is paid to the challenges of ensuring sustainable quality under the conditions of martial law in Ukraine, including disruptions in institutional autonomy, resource constraints, and increased demands for accountability. The study contributes to the academic discourse on designing and operationalizing integrated quality strategies capable of maintaining the effective functioning of HEIs amid geopolitical instability, technological disruption, and intensifying global competition. It addresses scholars, institutional leaders, and policymakers seeking to strengthen strategic foresight, enhance scientific capacity, and foster a robust quality culture. The findings also offer practical implications for aligning institutional decision-making with quality benchmarks and policy standards, thereby reinforcing organizational adaptability, institutional legitimacy, and long-term competitiveness within the evolving global academic landscape.
