Моніторинг та оцінка надання соціальної послуги з формування життєстійкості у територіальних громадах

Abstract

Одним із напрямом соціальної політики України є здійснення моніторингу та оцінки надання соціальних послуг, що дозволяє забезпечити їхню ефективність та відповідність реальним потребам населення. Мета статті полягає у здійснені моніторингу та оцінки надання соціальної послуги з формування життєстійкості у територіальних громадах. Методи дослідження: аналіз та узагальнення наукових досліджень щодо реалізації соціальної послуги з формування життєстійкості та моніторингової діяльності; аналіз діяльності центрів життєстійкості територіальних центрів Черкаської області. З’ясовано зміст та особливості надання соціальної послуги з формування життєстійкості; визначено показники оцінювання ефективності надання послуги життєстійкості; здійснено моніторинг та оцінку надання соціальної послуги з формування життєстійкості на рівні територіальних громад Черкащини. За результатами моніторингу та оцінки діяльності центрів життєстійкості Черкаської, Смілянської, Чигиринської, Уманської, Звенигородської територіальних громад визначено ефективність надання соціальної послуги з формування життєстійкості. Дана послуга в територіальних громадах Черкащини здійснюється з урахуванням потреб населення, встановлених стандартів якості та за участю кваліфікованих спеціалістів, які забезпечують їх ефективність і доступність для всіх мешканців громади.

One of the directions of Ukraine’s social policy is monitoring and evaluating the provision of social services, which allows to ensure their efficiency and compliance with the real needs of the population. The aim of the article is to conduct monitoring and evaluation of the social services provision to develop the resilience in territorial communities. Scientific methods applied: analysis and generalisation of the scientific research on the implementation of social services for the development of resilience and monitoring activities; analysis of the activities of resilience centres in the territorial centres of the Cherkasy region. The study clarifies the content and peculiarities of the social services provision for resilience development, identifies indicators for evaluating the efficiency of the resilience services provision, monitors, and evaluates the provision of social services for resilience development at the level of territorial communities in the Cherkasy region. Based on the results of the monitoring and evaluation of the resilience centres activities in Cherkasy, Smila, Chyhyryn, Uman, and Zvenyhorod territorial communities, the efficiency of the social service for resilience development was determined. It is concluded that this service in the territorial communities of Cherkasy region is provided taking considerind the needs of the population, established quality standards and with the participation of specialists who ensure their efficiency and accessibility to all community residents. We see further research in a detailed description of the implementation of monitoring assessment of social service provision; improving methods for assessing the quality of services, analyzing factors that influence the level of satisfaction of service recipients.
