Державна програма “Українська діаспора” (1994–2000): підготовка та зволікання з прийняттям

Abstract

Based on the new documents we had discovered in the Department of the MFA (the Ministry of Foreign Affairs) of Ukraine state archive there have been dealt with the little known or unknown moments in preparing, working out and implementing the new State program of Ukraine concerning the cultural revitalization of the Ukrainians abroud “Ukrains’ka diaspora (1994–2000)” initiated under the charge of the President of Ukraine dated 20.09.93 “On the state policy concerning the Ukrainian minority abroud and the complex mechanism of its implementation”. There has been mentioned the Resolution of the Cabinen of Ministers of Ukraine “On the state program “Ukrains’ka diaspora” (of 1994) which stated “To pass the worked out by the Ministry of Ukraine on nationalities and migration concern together with other ministries, departments, scientific institutions, social organizations the State program “Ukrains’ka diaspora” and the measures of its implementation during 1994–2000” etc. The contents of the State program Project, its principals objects, the legal bases of the cooperation between the Ukrainian state and the diaspora (also its activity in this sphere), the very notion of the “Ukrainian diaspora”, the main principles and the main tendencies of the program’s realization etc have been exposed. There have been shown the worked out means and measures concerning the realization of the State program “Ukrains’ka diaspora” up to 2000. The correspondence – reference (January, 1996) of Minister of Foreign Affairs of Ukraine H. Y. Udovenko to the President of Ukraine L. D. Kuchma (dated 16.01.96), to Prime-Minister of Ukraine Ye. K. Marchuk (dated 18.01.96), the letter of the Head of the President Administration of Ukraine D. Tabachnyk to Vice-Prime Minister of Ukraine I. F. Kuras (dated 15.01.96), all of which included the request to speed up the adoption of the State program “Ukrains’ka diaspora” have been analysed.
